STRUCTURAL TRANSFORMATION PROGRAM DIRECTOR

Location: Nairobi, Kenya

The Need
International Justice Mission (IJM) Kenya is working to bring relief to victims of child sexual assault and police abuse of power offences. IJM seeks to hold perpetrators accountable for these crimes in partnership with the Government of Kenya. IJM Kenya’s structural transformation seeks to bring change to the public justice system as a whole, to ensure that justice for the poor is possible. IJM supports government and non-government partners and Civil Society Organizations to identify gaps
and also provides assistance to those actors to make sustainable structural improvements to the public justice system. As the Structural Transformation (ST) Program Director, you will provide leadership and support to all ST program activities in Kenya. We are looking for someone passionate about the mission, and highly motivated to use their program management and design skills and experience to effect positive change in the public justice system.
This position is based in Nairobi, Kenya and reports to the Field Office Director.

Responsibilities
Program Management: 
  • Develop ST goals, budgets, strategies, staffing plans and evaluation metrics;
  • Develop and implement ST strategies and protocols to meet established program goals;
  • Manage ST-related activities;
  • Supervise the ST team that will consist of a Training Attorney, Training Administrator and M & E Coordinator;
  • Present the ST interests of the Nairobi Office to International and National Stakeholders, the FOD and HQ;
  • Monitor the staffing need of the ST Program and devise strategies of maintaining work life balance through recruiting, training and mentoring the team;
  • Ensure compliance with IJM’s budgetary, ethics and professionalism standards as well as IJM best practices;
  • With the M&E Coordinator, oversee development of appropriate data collection, analysis, verification, and dissemination/use strategies, methods, and tools for all program indicators;
  • Ensure that data is collected, maintained, analyzed, and available for use in accordance with the standards, timeframe, and frequency noted in the Monitoring & Evaluation Plan;
  • Work with the M&E Coordinator to present monitoring information in a clear, accurate, and compelling manner to key internal and external stakeholders, as identified in the Monitoring & Evaluation Plan;
  • Oversee the M&E Coordinator to ensure that monitoring and evaluation activities are clearly defined, scheduled, and allocated to staff appropriately in the Detailed Implementation Plan;
  • In partnership with IJM’s communications team and the M&E Coordinator build capacity of internal and external stakeholders to appreciate, use, and understand monitoring and evaluation information;
  • Assist FOD in project design and reporting to internal and external funding sources;
  • Develop relationships with relevant power actors (government, religious, civic, etc);
  • Coordinate meetings with relevant parties and power actors to advance IJM goals; and
  • Lead a professional team that is healthy and joyful in the spirit of service to Christ.


Program Administration:
  • Work with the National Director and Field Office Directors to develop annual and project goals and objectives for the ST Project;
  • Produce regular program progress reports;
  • Lead, participate in, and provide technical assistance to external and internal program evaluations as outlined in the Monitoring & Evaluation Plan.


Program Design:
  • Ensure that the design process meets all IJM standards;
  • Liaise closely with the regional team and Program Design & Evaluation Unit throughout the design process;
  • Draft a project framework for the program design process, to include identification of major work packages, work teams, schedule milestones, decision-making points, and resource requirements;
  • Draft project design documents, including logic model, program outline, and program concept note;
  • Lead internal program design meetings in collaboration with the FOD;
  • Build staff capacity to understand the requirements of and participate in the design process, through training and mentoring; and
  • Execute multiple year program design activities and hold team members accountable for results.

Skills and Experience:
  • Bachelor’s degree in Business or Administration Management, or other closely related field (Master’s degree or Legal degree preferred);
  • At least 5 years of experience in program design, monitoring and evaluation and data use in support of programs in the developing world;
  • Proficient in group facilitation with demonstrated ability to communicate and collaborate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality;
  • Proven leadership experience in program monitoring and evaluation from another non-governmental organization;
  • Exceptional organizational skills;
  • Exceptional ability to work independently and autonomously;
  • Excellent written and oral communication skills both in English and Kiswahili;
  • Ability to present complex data and information in a clear and compelling manner to a wide range of stakeholders;
  • Ability to work well with, and support, the work of others;
  • High level of proficiency in Microsoft Office Suite, including electronic data systems design and use.

The Mission
