MONITORING & EVALUATION COORDINATOR

Location: Nairobi, Kenya

The Need
International Justice Mission (IJM) Kenya is working to bring relief to victims of child sexual assault, police abuse of power and false imprisonment. IJM seeks to hold to account perpetrators of these crimes; and aims to bring transformation to the public justice system as a whole.
IJM is seeking a qualified and energetic professional, highly motivated to use their monitoring and evaluation (M&E) skills and experience to
effect positive change in the Kenya public justice system. The M&E Coordinator will provide leadership in planning and implementing the monitoring & evaluation activities of IJM Kenya’s Structural Transformation (ST) project. IJM Kenya supports government partners and Civil Society Organizations to identify gaps in the public justice system to ensure that poor people have access to justice. The goal is to assist government and non-government actors to structurally improve the public justice system in a sustainable way to ensure that justice for the poor is possible.
This position is based in Nairobi, Kenya and reports to the Program Director of Structural Transformation.

Responsibilities
Program Design:
  • Support the ST Program Director, Field Office Director, headquarters’ staff and partners on the design of the ST project’s key performance indicators, logic model, and Monitoring Framework Matrix, ensuring that the M&E plan meets IJM standards;
  • Design the M&E Plan with appropriate data sources, collection methods, analysis plans, dissemination & use plans, quality controls, and resource requirements;
  • Ensure that monitoring and evaluation activities are clearly defined, scheduled, and allocated to staff appropriately in the Detailed Implementation Plan;
  • Develop internal data management systems to ensure the successful execution of M&E activities and timely analysis of M&E data; and
  • Work with partners and sub-grantees to design effective data management, audit, analysis, and reporting systems to ensure accurate reporting of ST project results.


Program Monitoring:
  • Contribute to the implementation, revision, and continued relevance of Monitoring & Evaluation Plan throughout the program lifecycle;
  • Lead the implementation of systems and tools to monitor & evaluate IJM’s ST program; this includes data collection tools, such as surveys and pre/post-tests, analysis methods and verification strategies for all program indicators;
  • Ensure that data from IJM and its ST partners is collected, stored, analysed, and made available for use in accordance with the standards, timeframe, and frequency noted in the Monitoring & Evaluation Plan and Detailed Implementation Plan; and
  • Provide regular ST program analysis reports to IJM, implementation partners, and donors to ensure the project remains on track.

Program Evaluation:
  • In partnership with IJM Kenya’s communications team and the ST Program Director, build the capacity of internal and external stakeholders to appreciate, use, and understand monitoring and evaluation information;
  • Work with the Program Director to develop external and internal program evaluations as outlined in the M&E Plan;
  • Present monitoring information in a clear, accurate, and compelling manner to key internal and external stakeholders, as identified in the M&E Plan; and
  • Ensure that findings of ST project evaluations and monitoring data are incorporated into project revisions.


Skills and Experience:
  • Bachelor’s degree in a related field (Master’s degree preferred);
  • At least three years of experience in program monitoring and evaluation and data use in support of programs in the developing world (experience working in data poor environments preferred);
  • Strong experience in statistics and common qualitative and quantitative data collection and analysis methodologies;
  • Proficient in group facilitation with demonstrated ability to communicate and collaborate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality;
  • Exceptional organisational skills;
  • Exceptional ability to work independently and autonomously;
  • Excellent written and oral communication skills in English and Kiswahili;
  • Ability to present complex data and information in a clear and compelling manner to a wide range of stakeholders; and
  • Proficient in Microsoft Office Suite with strong computer skills, including statistical software packages.
