HAIP CONVENER (KENYAN JOBS AND JOBS IN KENYA NOVEMBER 2013)

Title: Humanitarian Aid Integrity Programme (HAIP) Convener 



DUTY STATION: Lodwar, Turkana County

Overall Purpose of the Job

Under the supervision of TI Kenya HAIP Programme Officer (PO) and the three to five elected representatives of the Advisory Committee of the pilot project at County Level, the Convener shall;

1. Operation of the referral system:

Receive notifications for all complaints lodged into the complaint referral system
Identify and refer all complaints not attributed to a specific service provider (i.e. referred as “unknown” or submitted by SMS without the name of the agency concerned).
Follow up with the designated focal persons of each respective partner organization to ensure that all complaints are addressed within the agreed timeframe.
Physically deliver complaints attributed to a service provider not connected to the referral system platform/ inform them and advocate for their participation in the complaints referral system
Immediately inform the TI Kenya HAIP Programme Officer and members of the advisory group at County level in case of any sensitive matter or specific challenge encountered

2. Capacity Building and troubleshooting

With the support of the ICT Developer, provide user induction trainings and support to partners at the County level
Ensure that the system is up and running at all times and report and liaise with HAIP Programme Officer to resolve any technical/ IT challenge

3. Communication/ dissemination of the referral system

In partnership with partner organizations, coordinate the drafting and designing of messages and IEC materials at County level
Facilitate and document community forums at county level by partner organizations to advertise, explain and promote the use of the referral system to affected populations.
Facilitate, ensure and document that community based committees/ social auditors and other community representatives are informed and trained to make use of the referral system for complaint handling.

4. Coordination

With the support of the NDMA, maintain an up to date data base of who is providing what services/ aid where at the county level in order to ease reference of complaints to appropriate service providers.
Continuously identify new service providers at county level/ inform them about the referral system and their possibility to participate.
Convene monthly information and coordination meetings with all partner agencies and institutions at County level to review the operation of the system and communication/ information campaigns to affected populations.
Maintain regular and continuous relationships with all service providers at the county level, including the County Authorities, line departments and non-state organizations.
Maintain relationship with other oversight and accountability mechanisms and initiatives at the county level

5. Reporting, monitoring and learning

Monitor the performance of the complaint referral system platform and generate weekly updates highlighting success, challenges and recommendations.
Draft and share a monthly report summarizing the success and implementation of the project at the county level
Document human interest stories and lessons learned to inform the content of advocacy/ learning workshops at county and national level

QUALIFICATIONS

A minimum of diploma in Social Sciences, knowledge in Information Technology and Communications will be an added advantage.
Minimum two years of relevant working experience including experience working in the ASAL regions.
Very good command of computer software and associated technologies.
Experience in working with communities on complaint response mechanisms, social audits or other type of community participative approach an added advantage.

COMPETENCIES

Sound knowledge and understanding of the Humanitarian Aid sector.
Excellent writing and verbal communication skills both in English, Kiswahili and local languages spoken in the county.
Very good understanding of the geopolitical and social context as well as service providers and organizations implementing programmes at county level
Highly organized, detail oriented, able to prioritize and consistently produce high standard work.
Strong networking, leadership skills & a team player.
