Community Liaison Officer, Project Officer – Health Informatics, Program Officer – Care & Treatment, Director of Strategic Information and Evaluation

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), is a Global leader in the fight against Pediatric HIV and AIDS, working in 15 Countries at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. 

In Kenya, EGPAF works in partnership with the Ministry of Health and various County Governments to support HIV Prevention, Care and Treatment. 

EGPAF is mainly funded by PEPFAR through The Centers for Disease Control and Prevention (CDC), The United States Agency for International Development (USAID).  

EGPAF is also part of the APHIA Plus Western Program where it supports HIV Care and Treatment and PMTCT.

EGPAF wishes to recruit for Community Liaison Officer to be based in Nyanza / Western Region.

The Role: The Community Liaison Officer provides technical support in the planning and implementation of Community-facility linkages, Stigma Reduction and Adherence Psychosocial Support, PWP and retention activities required for HIV care and treatment and PMTCT services within APHIA plus supported facilities in collaboration with the Ministry of Health.

Key Responsibilities:

In discharging this mandate, the CLO works closely and through the HIPOs to ensure the successful implementation of the below activities;
  • Plans and oversees the initiation and implementation of retention activities and stigma reduction/adherence strengthening at APHIA plus supported health facilities.
  • Ensures training of HCW, PE, mentor mothers in stigma reduction, LSE, Peer Education with emphasis on APHIA plus/National specific approach.
  • Provide leadership in the design and coordination of the training activities in Retention, adherence support for community health workers and PLWHIV
  • Advises and oversees the implementation of Standard Operating Procedures (National and project specific) for PE work, Mentor mothers, Community linkages and defaulter tracing at within APHIA plus.
  • Ensures adoption and implementation of the defaulter tracing; tools and tracing system as per SOPs at all APHIA plus supported sites
  • Provides technical assistance to health care facilities for planning,  implementation and evaluation of patient tracing and retention systems and related data management, data quality assurance, data summarization and analysis
  • Provides TA and facilitates the establishment, growth and graduation of psychosocial support groups for PLWHIV (PMTCT, Pediatric, General, and Adolescent) and to ensure greater involvement of peer educators in Stigma Reduction, adherence and psychosocial support of people living with HIV and patient tracing activities.
  • To strengthen HIV community mobilization activities and linkages with community based organizations to increase support for HIV activities and to demystify HIV in the community to include graduations of HEI and PLWHIV
  • To roll out Prevention With Positive (cPWP) concept at APHIA plus supported health facilities
  • Strengthen community strategy activities in collaboration with Community Prevention team in APHIA plus.
  • Ensure undertaking of Treatment literacy sessions for PLWHIV in PSSGs within Supported sites.
  • Identify best practices on Community Facility linkages, Stigma reduction and defaulter tracing activities in project sites for demonstration of success.
Qualification and Skills Required
  • Diploma/ Advanced diploma in Social sciences; Community development, Counseling psychology or equivalent. Degree will be an added advantage.
  • Three (3) years project management experience working in adherence, counseling and psychosocial support and community linkages in HIV care and treatment/PMTCT.
  • Familiarity with the Kenya Health system including NASCOP HIV program implementation and documentation.
  • Possess adequate facilitation, mentoring and counseling skills.
  • Familiarity with HIV community programs and facility retention programs including peer education.
  • Candidates should possess good organization skills, written/verbal communication skills and capable of working in a team.
  • Proficient Computer skills (Ms Word, Ms Excel, Ms Power Point).

Director of Strategic Information and Evaluation (DSIE)
 

Job Summary: Under the supervision of the Country Director, the Director of SIE will be responsible for the design, development and implementation of a comprehensive, efficient and effective system of monitoring and evaluation (M&E System) that will enable the EGPAF Mechanism to track progress, evaluate effectiveness, and assess the impact of EGPAF projects. 

The incumbent will also act as resource for all EGPAF staff to enhance program design, monitoring, evaluation and reporting.

Key Responsibilities:
  • Develop the overall framework for EGPAF’s monitoring and evaluation activities including, but not limited to, regular project reviews, participatory impact assessments, process and operations monitoring and communication of lessons-learned using data
  • Lead and oversee the implementation of EGPAF’s Strategic Information Minimum Standards across the Program and Projects
  • Coordinate with EGPAF staff and implementing partners technical staff in identifying and designing key indicators for each program component supported by EGPAF
  • Lead the development, standardization and deployment of a robust M&E Plan and tools that capture quantitative and qualitative data to be utilized in monitoring, evaluation and reporting
  • Help identify the key performance indicators (KPIs) and parameters for monitoring project performance, while designing the format for such performance reports
  • Collaborate with EGPAF’s (and its implementing partners) Operations and Technical Officers in preparing reports on M&E findings for internal and external stakeholders
  • Engage key stakeholders in the evaluation of how impacts of programs are perceived in each unique locality that EGPAF operates in
  • Lead and coordinate development and implementation of data quality assurance strategy across the EGPAF country program, including the projects
  • Lead and coordinate a systematic and planned utilization of data generated through the monitoring and evaluation system for program management and improvement of quality of supported services
  • Advise the EGPAF Senior Management Team on early indications of progress, or lack thereof, in the relevance, efficiency, effectiveness, impact and sustainability of programs and events, and their impact on EGPAF’s strategic goals
  • Develop and implement baseline surveys for process, outcome and impact evaluations
  • Coordinate and lead the monitoring and evaluation of all EGPAF-Kenya Projects
  • Provide managerial and technical leadership to all monitoring and evaluation officers at EGPAF; provide oversight for M&E staff in all EGPAF Kenya programs in data collection, data cleaning, data analysis, reporting and the provision of constructive feedback (to sub-grantees, EGPAF staff and other stakeholders);
  • Cultivate a participatory planning and monitoring culture within the foundation. Create an awareness of the rationale and importance of data collection and reporting in staff at EGPAF field office and at its supported sites
  • Train local partners (and staff where appropriate) on the M&E framework, M&E techniques, data management, data analysis, data use, data reporting, results-oriented programming, basic surveying, sampling and report writing
  • Be a primary writer and editor of funding proposals, donor reports, abstracts, external material that requires M&E input and needs assessment plans
  • Assure timely, accurate and complete data entry into the global web based database of EGPAF (called GLASER) from all relevant programs. Work with other M&E Officers to manage GLASER data base and to provide reports to EGPAF Kenya from GLASER on program achievements;
  • Participate actively in internal or external meetings concerning M&E and other project activities as delegated by the Country Director  with various stakeholders, including the MOH, CDC, and other stakeholders; assume representational responsibilities when asked;
  • Work closely with technical staff to support quality improvement activities
  • Work closely with the EGPAF Washington D.C. M&E backstop to implement above mentioned activities; provide information to M&E backstop when necessary and relevant
  • Undertake any other responsibilities assigned by the Country Director
  • Requirements: 

    Knowledge and Skills:
    • An accomplished holder of a Master’s degree or higher in relevant studies such as public health or epidemiology (a plus for degrees and courses in Monitoring & Evaluation, Business, Organizational Studies, Information Design, Statistics, Economics, NGO Management and related fields)
    • Minimum 5 years of  experience related to the above duties and responsibilities
    • Experience with a proven track record in monitoring and evaluation work, conducting assessments and surveys, proposal development, program design, selecting indicators, implementing monitoring plans, and data analysis
    • Commendable knowledge & skill in monitoring & evaluation activities
    • Strong analytical skills
    • A strong background in statistics or quantitative skills
    • Strong oral and written communications skills (both technical and diplomatic writing)
    • Experience with managing and coordinating teams
    • Ability to build and manage strong working relationships among diverse stakeholders
    • Ability to work effectively in a busy, high pressure team environment
    • Ability to prioritize workload and demonstrate outcomes on strict deadlines
    • Ability to use the latest data management systems
    • Ability to work harmoniously in a multicultural team environment
    • Ability to act with sensitivity and discretion while working with highly confidential information
    • A comfort with using technology to communicate and as central to your work
    • An exposure and sensitivity to the effective display of quantitative information is a plus

    EGPAF wishes to recruit for Program Officer – Care & Treatment to be based Nairobi.

    Reporting to the Project Manager, the Care and Treatment Program Officer will be responsible for planning and implementation of HIV Care and Treatment, TB and EMTCT services at ZUIA supported facilities.

    Key Responsibilities
    • Planning and implementation of HIV care and treatment services and TB/HIV activities at ZUIA supported facilities
    • Provide on-going supervision of HIV care and treatment and TB/HIV programs
    • Ensure >90% ART initiation, retention in care and viral suppression for adult and pediatric clients
    • Ensure mothers attending ANC services are offered HIV testing services
    • Ensure that HIV-infected pregnant mothers and lactating mothers are on Antiretroviral medication
    • Ensure access to prophylaxis for HIV exposed infants
    • Ensure support systems are in place for retention of the Mother-Baby pair
    • Participate in quality assurance/quality improvement of HIV programs.
    • Assist in program monitoring and evaluation of activities relating to HIV care.
    • Preparation of budgets, work plans, reports and other technical papers.
    Requirements
    • Degree in Medicine/Diploma in Clinical Medicine & Surgery
    • At least 3 years experience in HIV programming
    • Familiarity with the operations of Ministry of Health in Kena
    • Clinical experience in management of HIV/AIDS and associated conditions.

    Key Responsibilities:
    Software Design and Implementation
    • Software design and development using cut edge technologies
    • Interact with internal and external stakeholders to analyze and document system requirements

    • Assist in continuous improvement of eHealth/mHealth solutions primarily through extremely keen and active monitoring and evaluation of user experience, and providing thorough and prompt feedback of the same to the team.
    • Support tools that enhance management and storage of information to ensure integrity, quality and availability
    Training and Capacity Building
    • Support internal and partner information system training and continuous mentorship
    • Ensure that program staff and partners have enough capability for operating existing and required information systems
    • Participate in ensuring High level Data quality and data integrity activities
    Requirements:-

    Technical Skills
    • Basic Programming skills in Java, CSS, XML, .Net (C#, ASP)
    • Working knowledge and experience with JavaScript
    • Experience in Electronic Medical Records'(Open MRS/Kenya EMR/IQ Care) system development and/or implementation will be an added advantage
    • Experience in SQL database design and administration
    • Experience with server setup and maintenance (including networking and computer hardware maintenance)
    • Excellent written and communication skills (English)
    • Strong interpersonal skills
    • System requirements’ collection, Technical and user documentation and Capacity building skills
    • Experience and knowledge in the Health Sector will be an added advantage
    Qualifications
    • Bachelor’s Degree in Computer Science ,Information Technology, Health Records and Information technology, Statistics or relevant field
    • Demonstrated ability to collaborate and communicate in positive working relationships with other team members and partners
    • Self-Motivated with an ability to meet tight deadlines with minimum supervision
    • Knowledge and/or Aptitude to learn clinical processes ,clinical terminology and M&E Concepts
    • Able to travel locally
