TAYARI is a Ministry of Education, Science and Technology that focuses on improving quality of Early Childhood Development Education (ECDE) systems. It seeks to develop cost-effective, scalable models of ECDE that ensures pre-primary aged children are mentally, physically, socially and emotionally ready to start, and succeed, in primary school. The position will be based in Nairobi, with some travel within the country.

The Senior Education Program Specialist will provide technical support for the implementation of TAYARI Project in four (4) counties in Kenya. She/he will supervise technical teams in the four offices to implement the technical activities of the Programme. She/he will collaborate with field teams to support County ECDE officers, Ministry of Education Science &Technology (MOEST) and Teacher Service Commission (TSC) county officers to implement the instructional approaches and support effective local capacity building. The Sr. Education Specialist, will report to the Chief of Party and will supervise the work of the Regional Education Program Officers for quality and timely delivery, and provide support and technical inputs. In addition she/he will provide support to District Centres for Early Childhood Education (DICECE) and instructional coaches in the implementation of TAYARI Project. The Senior Education Specialist will conduct regular visits to the four counties to maintain a clear understanding of field issues and ensure common understanding. She/he will conduct and organize field visits to ECDE centers to provide ongoing technical support, evaluate program effectiveness, identify obstacles and institute remedial measures. She/he will support regular progress monitoring and reporting. The assignment is designed to provide high level technical support for effective project implementation.

Required qualifications and experience: Minimum 8 years’ experience in management and coordination of development projects in education sector. Master’s degree in Education or in a related field. S/he needs to have proven record in teacher training, teacher management, and experience supervising education officers. Significant experience in education development for ECDE, materials development and design experience. Familiarity with the policies and procedures of the Ministry of Education, Science & Technology, the Teachers’ Service Commission, county level education leadership and local school communities is required. Excellent managerial, supervisory and interpersonal skills. Strong organizational skills. Excellent oral and written 

English and Kiswahili language proficiency is required.
