MONITORING AND EVALUATION OFFICER- JOBS AND VACANCIES IN KENYA SEPTEMBER 2013

POSITION SUMMARY
Implementation of monitoring and evaluation policies and strategies for Somali Aid projects in Somalia, Ensuring quality and accountability of monitoring, Establish strong working relationships with key actors in other agencies dealing with monitoring and evaluation and indicators in order to facilitate effective collaboration and communication, Provide technical support/guidance to the organization in developing simple and value-adding monitoring and reporting strategies and tools ensuring coherence with existing reporting requirements, Facilitation of knowledge building and knowledge sharing on monitoring and evaluation, Maintain an established network of contacts for general information sharing and to remain up-to-date on partnership related issues, Generate new ideas and approaches, researches best practices and proposes new, more effective ways of doing things.
ESSENTIAL SKILLS AND QUALIFICATIONS:
  • University degree in Social Science or other appropriate/related field;
  • A minimum of five years, experience in monitoring and evaluation, preferably in fragile state context;
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and performance monitoring plans.
  • Experience in planning and managing surveys. Experience developing and refining data collection tools.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies; plus ability to manage heavy data.
  • Experience in data quality assessments and oversight, managing and providing ongoing training to M&E field officers.
  • Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats;
  • Familiar with activity and grant reporting methods and information management systems;
  • Ability to facilitate and serve as a project liaison for externally-managed evaluations.
  • Advanced knowledge of Microsoft Office, with proven experience in Access, Excel and Power point;
  • English fluency required. Somali fluency preferred.
