Vacancies Announcement
The County Assembly Service Board of Nandi wishes to invite applications from qualified persons for the following positions:


1. DEPUTY CLERK (1 POST)
SS.11
Duties and Responsibilities
General supervision of all departments

· External relations including international, inter-county Assemblies relations, conference and protocol affairs
·  Enhancing public understanding and knowledge of the work of the County Assembly, increasing public accessibility and awareness and the operations
·  Offering procedural advice to Mr. Speaker, other presiding officers and Members of County Assembly as required and overseeing the proceedings of the House.
·  Preparation and presentation of orientation programmes for newly elected members of County Assembly
·  Introduction and management of County Assembly internship programme
Requirements for Appointment
·  Holds a degree from a university recognized in Kenya or its equivalent
·  Meritoriously executed supervisory duties and responsibilities in a related organization for at least three (3) years.
·  Served in, and shown proven and enduring flair for parliamentary procedure and practice, and have wide experience on the role functions and operation of a legislative body
·  Attended a senior management course from a recognized institution
·  Be computer literate.
·  Meet requirements of leadership and integrity set out in Chapter Six of the Constitution.

2. CLERK ASSISTANT III 3 POSTS
SS. 6
Duties and Responsibilities
·  Duties and responsibilities at this grade will be more focused on serving various sections of the County Assembly Secretariat
·  Assisting in ensuring adherence to parliamentary procedure, practice, conventions, tradition and etiquette
Requirement for Appointment
·  Diploma in law, Political Science or Social Science from a recognized institution
·  Degree in Law, Political Science or Social Science from a recognized University is an added advantage
·  Should have satisfactorily served in the grade of Clerk Assistant II or an equivalent position in the private or public sector for at least three (3) years and
·  Have shown merit and ability in work performance and results
·  Experience in managing and serving Boards will be an added advantage

3. LEGAL COUNSEL 1 POST
SS. 8
Duties and Responsibilities
·  Drafting of County Assembly Members bills
·  Drafting of amendments to bills to be proposed to the Assembly by any member of the County Assembly or any Committee of the Assembly/training and supervision of Legal Clerks
·  Giving legal interpretation of Acts and bills and generally giving legal advice on matters relating to the County Assembly
·  Attending courts on litigation matters involving Assembly and drafting contracts and related legal documents
·  Providing legal advice to the County Assembly, Assembly Committees, the Speaker, the County Assembly Service Board, individual Members and the Clerk
·  Ensuring bills passed by County Assembly comply with the Constitution of Kenya
·  Liaising with the office of the County Attorney on litigation matters involving the County Assembly
·  Legal representation of the County Assembly and the County Assembly Service Board in the court proceedings
Requirements for Appointment
·  Have Bachelors of law degree
·  Be in possession of a current practicing certificate
·  Have proficiency in the use of basic computer applications
·  At least five years of legislative, drafting and general litigation experience
·  A post-graduate qualification will be an added advantage
·  Fulfill the requirements of chapter six of the constitution of Kenya

4. LEGAL COUNSEL 1 POST
SS.7 
Duties and Responsibilities

·  Drafting of Private Members Bills
·  Facilitating service of Legal Documents
·  Collecting, circulating and filling of published bills and subsidiary legislation
·  Filing of Court documents and any other legal document
·  Organizing the Legal Department Registry
·  Drafting Legal Documents under the supervision of Legal Counsel
·  Preparation of bills and other legislative instruments for publication
·  Preparation of vellum copies for assent and publication
·  Preparation of committee stage amendments to bills and
·  Providing any other clerical services that may be required by the County Assembly, the Committees, the Speaker, the County Assembly Service Board or the Clerk.
Requirements for Appointment
·  Diploma in Law from recognized institution
·  Served in the grade of legal Clerk II or in a comparable and relevant position for a minimum period of three (3) years
·  Proficiency in the use of basic computer applications in preparation of legislative and legal instruments
·  Knowledge in litigation matters
·  Possession of a current Process Server’s Certificate, Kenya National Examination Council certificate in typing III, Office Management III, Business English, Commerce II, Secretarial II will be an added advantage.
·  Meet requirements of leadership and integrity set out ¡n Chapter Six of the Constitution.

5. LEGAL CLERK ASSISTANT 1- 1 POST

Duties and Responsibilities
·  Taking hearing dates in litigation matters
·  Facilitating services of Legal Documents
·  Collecting, circulating and filling of published bills and subsidiary legislation
·  Filling of Court documents and any other legal documents
·  Organizing the Legal Department Registry
·  Drafting Legal Documents under the supervision of Legal Counsel
·  Preparation of bills and other legislative instruments for publication
·  Preparation of committee stage amendments to bills and,
·  Providing other Clerical services that may be required by the County Assembly, the Committee, the Speaker, the County Assembly Service Board or the Clerk.
Requirements for Appointment
·  A diploma in law from a recognized institution
·  Proficiency in the use of basic computer applications in preparation of legislative and legal instruments
·  Served as legal clerk for at least 2 years.
·  Knowledge in litigation matters
·  Possession of a current Process Server’s Certificate, Kenya National Examination Council certificate in typing III, Office Management III, Business English, Commerce II, Secretarial II will be an added advantage.

6. FISCAL ANALYST III 1 POST

Duties and Responsibilities
·  Collecting and collating budgetary information from various sources for analysis;
·  Maintaining relevant statistics on public revenue and expenditure finders
·  Carrying our commissioned Budget research on specific areas of interests
·  Assisting in preparing budgetary information reports for Members and relevant House Committees and
·  Assisting in workshops planning
Requirements for Appointment
·  CPA III / Diploma in accounting or its equivalent in Economics or its equivalent from a recognized institution is an added advantage
·  Previous experience in public finance will be an added advantage and
·  Be a team player with good communication and interpersonal skills

7. HANSARD REPORTER III 3 POSTS
SS.6
Duties and Responsibilities
·  Ensuring timely and accurate transcriptions of Assembly proceedings
·  Undertaking independent verbatim reporting of Assembly proceedings and those of relevant committees/functions within and outside Assembly
·  Preparing transcripts or editing
·  Assisting in classification, custody, archiving, retrieval and cross checking of documents against references and any other details that may be assigned from time to time.
Requirements for Appointment
·  Diploma in Linguistics
·  Degree in Linguistics is an added advantage
·  B- in English and Kiswahili in KCSE is mandatory
·  Be able to demonstrate good knowledge of legislative procedures and the conduct of Assembly Committee Business.
·  Should possess 3 years experience
·  Be computer literate.

8. SERGEANT AT ARMS III 1 POST
SS.6 
Duties and Responsibilities
 

The Sergeant-At-Arms will be responsible to Senior Sergeant -At- Arms for:
·  Enforcing Speakers rules
·  Performing chamber and ceremonial duties
·  Posting of information on notice boards for members
·  Ensuring security for personnel and property
·  Providing fire and safety services
·  Accessing control management
·  Crowd control management
·  Investigating security surveys
·  Maintaining decorum within the precincts of the County Assembly
·  Crime detection and prevention.
Requirements for Appointment
·  Be in possession of a diploma in a relevant discipline from a recognized institution
·  Be in possession of Kenya Certificate of Secondary Education grade C
·  Have served in the disciplined forces for a period of not less than five (5) years
·  Be computer literate
·  Have a certificate in fire fighting and first aid;
·  Crime detection and prevention.

9. RESEARCH OFFICER III 1 POST

Duties and Responsibilities
·  Provision of non- partisan professional research assistance and analysis to members, committee and staff of the Assembly

·  Provision of expert interpretation, explanation and analysis
·  Maintain a periodically updated inventory of publications on current issues
·  Providing technical back up to the house committees.
Requirements for Appointment
·  A Diploma from a recognized institution in a specialized discipline including Economics, Agriculture, Environmental quality, sociology, science, international trade, commercial and other science related field.
·  A degree in related field is an added advantage.
·  Served in the grade of Research Officer Ill or an equivalent position in either the public or the private sector for at least three (3) years
·  Added advantage of degree from a recognized University ¡n a specialized discipline including Economics, Agriculture, Environmental quality, sociology, science, internationals trade! Commercial and other Science related field
·  Thorough knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis
·  An ability to write, edit in a clear, concise and understandable manner
·  Satisfactorily served as a Research Officer ¡n similar positions with comparable responsibilities in organizations/reputable research institution; and
·  Have at least three years continuous work experience.

10. HUMAN RESOURCE OFFICER I- 1 POST
SS.8 
Duties and Responsibilities
·  Preparing the annual budget for the Human Resource Department
·  Facilitating and supervising the recruitments to maintain high standards of professionalism
·  In charge of inducting new employees and ensure soft landing for all employees
·  Co-ordinating meetings for subordinate staff as and when the need arises
·  Representing the Assembly at industrial courts ¡n case of any labour disputes
Requirements for Appointment
·  A Bachelors Degree in Business Administration, Human Resource or other relevant field from a recognized University.
·  A minimum of five (5) years experience in a similar role
·  Demonstrate knowledge of labour laws
·  Possess effective communication, presentation, leadership and relationship building skills
·  An active listener, compassionate and very understanding: and Demonstrate the passion for services delivery.
·  Meet requirements of leadership and integrity set out in Chapter Six of the Constitution.

11. HUMAN RESOURCE OFFICER III- 1 POST

Performs duties of a Human Resource Officer and any other duties that may be allocated
 

Duties and Responsibilities
 

The holder of this position reports to his/her immediate senior and performs duties of a Human Resource officer and any other duties that may allocated

Requirements for Appointment

·  A Diploma in Human Resource Management from a recognized institution
·  A degree in the same field is an added advantage
·  A minimum of three (3) years experience in a similar role
·  Demonstrate knowledge of labour laws
·  Possess effective communication, presentation, leadership and relationship building skills
·  An active listener, compassionate and very understanding; and Demonstrate the passion for services delivery.

12. PROCUREMENT OFFICER II 1 POST
SS.7 
Duties and Responsibilities
·  Planning and co-ordination of supplies management services
·  Preparation of supplies estimates of expenditure and control vote
·  Advising on rationing of stores where demand exceeds
·  Abstracting and information repacking services
Requirement for Appointment
·  Diploma in Procurement / Supplies Management or other related field.
·  Degree in the same field is an added advantage.
·  Served as Procurement Officer II for at least three (3) years or equivalent position in Public and Private sectors; and
·  Shown merit in job performance.
·  Meet requirements of leadership and integrity set out in Chapter Six of the Constitution.

13. PROCUREMENT OFFICER III- 1 POST

Duties and Responsibilities
·  Procurement of stores;
·  Supervision of Staff;
·  Advising on rationing of stores where demand exceeds supply; and
·  Recommending disposal of unserviceable stores on the recommendation of a Board of Survey

·  Diploma in Procurement / Supplies Management from a recognized institution
·  Shown merit in job performance

14. SECRETARY ASSISTANT I- 3 POSTS

Duties and Responsibilities
·  Proving quality Secretarial services to the office
·  Maintaining confidentiality and integrity of correspondence in the office
·  Maintaining of accurate filling and record system
·  Receiving all visitors to the office and either address their requirements or refer them to the Speaker, Deputy Speaker or Clerk where necessary
·  Handling all incoming and outgoing correspondence including emails, general correspondence and other communication
Requirements for Appointment
·  A minimum of a KCSE certificate
·  Secretarial Studies Stage II KNEC or any other recognized institution
·  Computer literate

15. SECURITY ASSISTANT III- 6 POSTS
