1. Duties and Responsibilities
Under the immediate supervision of the Programme Officer, the incumbent will perform the following functions:
  • Maintains specific internal control and develops self-evaluating criteria/procedures with the office to ensure that standards and quality of the supply function is adhered to;
  • Carries out customs clearances of internationally procured items and contacts authorities and other organizations to obtain all necessary authorizations and clearances;
  • Coordinates transportation and distribution of relief (EAPs and other) items for persons of concern to UNHCR;
  • Ensures that a timely service is offered to users:
  • Assists in the evaluation of purchase requisitions and authorizations to ensure that specifications, budgetary data and all other requirements are in order;
  • Coordinates with main offices and consolidates local procurement and contracting by ensuring UN Financial rules and procedures, standards and services are applied consistently;g) Assists in the evaluation of offers and drafts bid tabulations to select bidders in line with current rules and regulations;
  • Drafts and dispatches quotation requests and/or tenders and prepares proposals for award of contracts to the Committee of Contracts (CoC);
  • Undertakes frequent mission to Garoowe to ensure that the required support for implementation of Supply functions is being extended to the field locations;
  • Maintains and updates the roster of UNHCR suppliers;
  • Maintains the inventories physical and of the non-food items within the Operation’s level
  • Assists in coordinating, monitoring and reporting on the deployment of the Property,
  • Plant and Equipment (PPE) assets and Serially Tracked Items (STIs) within the Operation.
  • Performs any other duties as may be required.

2. Qualifications:
  • Academic: Completion of secondary school education with post-secondary training in Trade, Business Administration, Economics, Marketing or a related field.
  • Experience: Minimum 6 years of previous relevant professional job experience.
  • Language: Fluency in English and good working knowledge of the local language.

3. Desirable Qualities and Competencies:
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position such as the Supply Chain Learning Programme (SCLP);
  • Other UN procurement and logistics training – such as IAPSO and UNPD;
  • Knowledge and working experience of PeopleSoft/MSRP Supply Chain applications
