Requirements for Appointment
  • Be a Kenyan citizen

  2. Clearance Certificate from the Higher Education Loans Board (HELB)
  3. Tax Compliance Certificate from Kenya Revenue Authority (KRA)
  4. Ethics & Anti-Corruption Commission (EACC) Form
  • Have a Bachelor’s Degree from a university recognized in Kenya
  • Have working experience of not less than 10 years in administration and management
  • Have a Master’s degree in Public Administration, Business Administration, Public Policy/Human Resource Management / Development Management / Strategic Management, or equivalent qualifications from a university recognized in Kenya.
  • Be conversant with Government protocols and etiquette
  • Be conversant with the Constitution of Kenya and other relevant Devolution laws
  • Have excellent interpersonal, communication and report writing skills
  • Proven merit and ability as reflected in work performance and results

1. Municipality / Town Manager

The Municipal or Town Manager will be responsible to the Municipal Board or Town Committee for managing the affairs of the Municipality or Town in line with Article 184 of the Constitution of Kenya 2010, and the Urban Areas and Cities Act 2011.



Duties and Responsibilities
  • Overseeing the affairs of the Municipality or Town.
  • Exercising executive authority as may be delegated by the Municipal Board/Town Committee.
  • Developing and adopting policies, plans, strategies and programmes for efficient running of the municipality/township
  • Formulating and implementing integrated development plans.
  • Controlling land use, land sub-division for various development purposes as may be delegated.
  • Promoting and undertaking infrastructural development and services within the Municipality or Town as may be delegated by the County Government.
  • Developing and managing schemes, including site development in collaboration with the relevant National and County Agencies.
  • Maintaining a comprehensive database and information system for the municipality or town.
  • Enforcing the fees, levies and charges as may be authorized by the County Government for delivery of services.
  • Ensuring provision of services to its residents.
  • Initiating new laws or making recommendations for issues to be included in the laws.
  • Implementing national policies and policies of the County Executive Committees as they affect the Municipality or Town.
  • Enforcing compliance with Constitutional provisions on Consumer Rights, fair administrative action, Bill of Rights and Values and Principles of Public Service.
  • Preparing the Annual Appropriation Bill and submitting it to the County Treasury for consideration and transmission to the County Assembly for approval.
  • Coordinating and facilitating citizen participation in the development of policies and plans and delivery of services.
  • Implementing policies for fire and disaster management.
  • Promoting a safe and healthy environment.
  • Performing such other functions as may be delegated from time to time.
Requirements
  • Be a Kenyan citizen.
  • In possession a Bachelor’s Degree from a university recognized in Kenya or its equivalent.
  • Possession of a Post-graduate qualification ¡n Urban Planning and Development or a related discipline from a recognized institution will be an added advantage.
  • Proven experience of not less than five (5) years in administration or management either in the public or private sector.
  • Satisfy the requirements of Chapter Six (6) of the Constitution of Kenya, 2010.
  • Be computer literate.

2. Head of Revenue

The Head of Revenue will report to the Chief Officer, County Treasury and Economic Planning. 

An officer at this level will be based at the County Headquarters and will be responsible for the coordination of activities ¡n the Revenue Section.
 
Duties and Responsibilities
  • Day to day running of the County Revenue Collection Section.
  • Implementing County policies and regulations for revenue.
  • Developing and implementing plans to operationalize County revenue to enhance efficient revenue collection and growth.
  • Designing effective, efficient and secure systems of collecting revenue.
  • Maintaining records of all the revenue sources/centers, rates and revenues collected.
  • Setting up and projecting regular revenue trends for planning and decision making ¡n the county.
  • Planning, formulating strategies and identifying sources of revenue.
  • Submitting regular reports to county committees on matters of revenue collection.
  • Performing any other duties as may be assigned.
Requirements
  • Be a Kenyan citizen.
  • Be a holder of Bachelor’s degree ¡n Commerce (Accounting or Finance option), Finance, Economics or Business Administration/Management (Accounting or Finance) from a recognized institution.
  • A holder of a Master’s degree in any of the following disciplines: Business Management/Administration, Finance, Economics or Commerce from a recognized institution will have an added advantage.
  • Certified Public Accountant of Kenya (CPA-K) or its equivalent.
  • Conversant with QuickBooks and Sage pastel accounting packages.
  • Served as an Accountant ¡n the public or private sector for a minimum period of ten (10) years.
  • Attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution; .
  • Demonstrated a thorough understanding of national goals, policies and development objectives and ability to align them to the County’s mandate.
  • Be conversant with the provisions of the Public Financial Management Act.
  • Must satisfy the requirements of Chapter Six of the Constitution of Kenya.
  • Be a good team player with exemplary leadership qualities, interpersonal, communication and collaborative skills. . .
  • Certificate in Computer Application Skills relevant to financial management from a recognized institution.
  • Two (2) referees who must be senior public servants.

·  CPA III / Diploma in accounting or its equivalent in Economics or its equivalent from a recognized institution is an added advantage

·  Ensuring timely and accurate transcriptions of Assembly proceedings
·  Undertaking independent verbatim reporting of Assembly proceedings and those of relevant committees/functions within and outside Assembly
·  Preparing transcripts or editing
·  Assisting in classification, custody, archiving, retrieval and cross checking of documents against references and any other details that may be assigned from time to time.

·  Diploma in Linguistics
·  Degree in Linguistics is an added advantage
·  B- in English and Kiswahili in KCSE is mandatory

Requirements for Appointment
·  A Diploma from a recognized institution in a specialized discipline including Economics, Agriculture, Environmental quality, sociology, science, international trade, commercial and other science related field.
·  A degree in related field is an added advantage.
·  Served in the grade of Research Officer Ill or an equivalent position in either the public or the private sector for at least three (3) years
·  Added advantage of degree from a recognized University ¡n a specialized discipline including Economics, Agriculture, Environmental quality, sociology, science, internationals trade! Commercial and other Science related field

Duties and Responsibilities
·  Preparing the annual budget for the Human Resource Department
·  Facilitating and supervising the recruitments to maintain high standards of professionalism
·  In charge of inducting new employees and ensure soft landing for all employees
·  Co-ordinating meetings for subordinate staff as and when the need arises
·  Representing the Assembly at industrial courts ¡n case of any labour disputes
Requirements for Appointment
·  A Bachelors Degree in Business Administration, Human Resource or other relevant field from a recognized University.
·  A minimum of five (5) years experience in a similar role
·  Demonstrate knowledge of labour laws
·  Possess effective communication, presentation, leadership and relationship building skills
·  An active listener, compassionate and very understanding: and Demonstrate the passion for services delivery.
·  Meet requirements of leadership and integrity set out in Chapter Six of the Constitution.

Requirements for Appointment

·  A Diploma in Human Resource Management from a recognized institution
·  A degree in the same field is an added advantage
·  A minimum of three (3) years experience in a similar role
·  Demonstrate knowledge of labour laws
·  Possess effective communication, presentation, leadership and relationship building skills
·  An active listener, compassionate and very understanding; and Demonstrate the passion for services delivery.

12. PROCUREMENT OFFICER II 1 POST

·  Planning and co-ordination of supplies management services
·  Preparation of supplies estimates of expenditure and control vote
·  Advising on rationing of stores where demand exceeds
·  Abstracting and information repacking services
Requirement for Appointment
·  Diploma in Procurement / Supplies Management or other related field.
·  Degree in the same field is an added advantage.
·  Served as Procurement Officer II for at least three (3) years or equivalent position in Public and Private sectors; and
·  Shown merit in job performance.
·  Meet requirements of leadership and integrity set out in Chapter Six of the Constitution.

13. PROCUREMENT OFFICER III- 1 POST

·  Procurement of stores;
·  Supervision of Staff;
·  Advising on rationing of stores where demand exceeds supply; and
·  Recommending disposal of unserviceable stores on the recommendation of a Board of Survey

14. SECRETARY ASSISTANT I- 3 POSTS

Duties and Responsibilities
·  Proving quality Secretarial services to the office
·  Maintaining confidentiality and integrity of correspondence in the office
·  Maintaining of accurate filling and record system
·  Receiving all visitors to the office and either address their requirements or refer them to the Speaker, Deputy Speaker or Clerk where necessary
·  Handling all incoming and outgoing correspondence including emails, general correspondence and other communication

·  A minimum of a KCSE certificate
·  Secretarial Studies Stage II KNEC or any other recognized institution
