Position title: Senior Nurse – Observation Unit

Responsibilities & Accountabilities 

Under the general supervision of the Head of Migration Health Assessment Centre, and the technical supervision of the Chief Nurse at the IOM (MHAC) in Nairobi, the incumbent will be responsible for:
  • Organizing and participating in preparatory work for health assessments, which include: vital signs measurements, collecting medical history, hearing and visual acuity etc.
  • Assisting the Migration Health Physicians and IOM Consultant Physicians during examination by following prescriptions and recommendations given by the doctors.
  • Maintenance and confidentiality of information, collaborative relationship with clients, partners and health professionals.
  • Participation in field missions, out of duty station and medical escorting of migrants traveling under auspices of IOM when assigned by the Head of MHAC.
  • Authenticating the identity of refugee/migrant, as maybe requested, prior to clinical or radiology examinations.
  • Assisting in coordinating nursing activities in the specific unit (X-RAY/TC/OBS/Vaccination), as assigned.
  • Assisting in coordinating specific daily duties to staff under his/her supervision in the unit.
  • Assisting in ensuring smooth running of daily activities of the specific unit (X-RAY/TC/OBS/Vaccination).
  • Coordinating and holding unit meetings regularly, and also representing the unit in relevant meetings at higher level while providing feedback to other unit staff.
  • Ensure strict compliance of established SOP’s in the assigned unit
  • Coordinating with other relevant units like counseling, customer care, data-processing for time efficient and high quality service provision to migrants.
  • Reporting any loss, malfunction of all items/equipment/ assets allocated to the unit
  • In liaison with Chief Nurse, ensure adequate coverage of the unit at all times.
  • Inform the Doctor in charge of evident infectious diseases and administer preventive action as soon as possible. To include surveillance and isolation of affected cases
  • Safe keep, organize and monitor stock inventory level and expiry dates of medical supplies, vaccines, equipment and drugs as well as replenishment in timely manner. Update the stock database regularly
  • Follow up patients and inform Doctor in pre-departure on progress of hospital referrals including camp cases
  • Preparing a report on therapeutic procedures administered to migrants, in accordance with the requirements of resettlement countries.
  • Coordination of work flow in the observation unit, preparation of documents, medical forms, consent forms, payment receipts , appointments for referrals to consultant Doctors.
  • Distribute files to the panel physicians according to the list and daily allocation of caseload per Doctor.
  • Provide migrants with necessary information regarding TB screening, sputum smears, pregnancy test and treatment.
  • Ensure that all daily migrant information is entered in MiMOSA and all results uploaded as required.
  • Monitor the flow of files and account for the clearance status of all the files assigned for physical examination at the end of the day.
  • Ensure that the files on long hold are handed over to the Alert Nurse for follow up.

Education and Experience

  • Bachelor’s Degree in Nursing and registration with the Nursing Council of Kenya as a Registered Nurse.
  • Five years in handling and following up medical documents as a senior staff.
  • Supervisory experience and proven ability to coordinate the work of others required.
  • Work experience in an international organization an advantage.
  • Working knowledge of Mimosa and other medical database systems an advantage
  • Training and experience in TB, STDs, HIV/AIDS counseling and other communicable diseases is an asset.
  • Proficiency in computer skills, especially in MS Office (Excel, Word, Access) and experience in working with databases and online applications.

SCOPE OF WORK – ESSENTIAL DUTIES

1.  Provide technical support to Ministry of Health in the implementation of quality Nutrition interventions at the community level

3. At least over 2 years working with NGOs/ UN agencies in complex emergency context.

4. Minimum of 2 years’ experience working in emergency nutrition program in a limited resource setting.

5. Strong negotiation and representational skills.

With support in animal health, agriculture, marketing, food safety, drought responses and mitigation, but also developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

VSF Germany has signed an agreement with the Canadian Government through Department of Foreign Affairs, Trade and Development (DFATD) in Partnership with VSF Canada as lead agency, and VSF Suisse for the project (Strengthening Food Security and Livelihoods for vulnerable people in South Sudan)

VSF Germany seeks to recruit qualified and well experienced persons for the following positions:

1)     Finance and Administration Officer
2)     Micro Finance Officer

To oversee the implementation of the above food security grant in Gogrial West, Tonj North and Gogrial East Counties of Warrap State, South Sudan. These positions will be based in warrap state with frequent travels to other locations of VSF G.

1.     Finance and administration Officer:

Key responsibilities under this position will include:
·         Provide financial, logistical & administrative support to the projects
·         Implement donor financial regulation in funds management at the field level.
·         Manage the Projects finance and oversee all local procurement ensuring that donor and
·         Organization’s policies are adhered to.
·         Manage the project petty cash, keeping records of all field financial transactions.
·         Submit monthly returns both hard copies and soft copies to the Country office.
·         Prepare backups of financial documents both hard and soft copies
·         Support preparation of cash forecasts, requests and submission to regional office to ensure flawless cash flow.
·         Assist in monitoring of expense levels to avoid over expenditure posting errors
·         Support Program Managers and field staff in drafting budgets, preparing field documentation and submission of field returns.
·         Manage contracts with third parties and supervise services rendered to the projects.
·         Ensure stock cards, asset lists and project inputs are accurately recorded
·          Support Project Manager in the management of administrative staff at the project location.

Qualifications, Experience, Attributes & Skills required:-

·         University degree in Finance/Commerce/Accounting or Business studies
·         Proficiency in Microsoft office computer I.e. Excel, word etc.
·         3 years minimum work experience in finance.
·         Experience in a humanitarian or other International NGO
·         Understanding of international donor regulations desirable.
·         Knowledge of EU and DFATD rules & regulations shall be an added advantage.
·         Previous field experience is desirable

2.     Micro Finance Officer

Key responsibility areas include, but are not limited to:

·         Ensure an effective planning, implementing and monitoring as well as, reviewing and reporting
·         Provide technical support to the teams at field level (Supervise and manage the work of micro-finance field extension workers/officers/Animators)
·         Development of a highly motivated project team of field officers (Self saving technicians) and support community networks on Self Saving groups and Value chain actors.
·         Support the identification, verification and registration of all target beneficiaries in vegetable/
·         Conduct trainings for Extension workers/Micro-finance technicians and farmers on self saving group concepts.
·          Work with the project manager to facilitate the procurement of project inputs such as self saving kits.
·         Produce  comprehensive Technical Activity and Narrative monthly progress Reports to Project Manager in line with the project grant agreement in Coordination with Area manager.
·         Represent VSFG in all revelant meeting, forums and consultantion with the project areas and county level as assigned.
·         Maintain mature and proffessional team work with her/his team
·         Perform any other duty as duly assigned by the line manager and designate.

Person Requirements/qualifications 

·         Bachelor  Degree or Diploma in Commerce/Economics, Agribusiness or any other related discipline. 
·         Experience in Community Development will be considered as an added advantage
·         At least three years working experience in Agricultural/micro-finance in the rural South Sudan setting as well as experience with International Organization experience as added advantage.
·         Preference will be given to those with Knowledge and good understanding of the project area and local context or working experience in South Sudan especially conflict prone areas for  the past 3 years.
·         Demonstrated technical experience in humanitarian and development likelihood or emergency environments.
·         Good analytical, report writing, and presentation skills (in English), including the ability to present complex issues clearly and concisely
·         Proficiency in English, Arabic added Advantage


3.     Agriculture Assistant:

Key responsibility areas include, but are not limited to:

·         Ensure an effective planning, implementing and monitoring as well as, reviewing and reporting
·         Provide technical support to the teams at field level (Supervise and manage the work of field extension workers/officers)
·         Development of a highly motivated project team of field officers (extension) and support community networks on FFS and general extension.
·         Support the identification, verification and registration of all target beneficiaries in vegetable/
·         Conduct trainings for Extension workers/officers and farmers on vegetable, crop and extension service provision.
·          Work with the project manager to facilitate the procurement of project inputs such as seed kits and seedlings, and tool kits.
·         Facilitate the distribution of  project inputs (seed kits and seedlings, tool kits, improved chicken and veterinary Kits) to identified farmers.
·         Produce  comprehensive Tehnical Activity and Narrative monthly progress Reports to Project Manager in line with the project grant agreement in Coordination with Area manager.
·         Represent VSFG in all revelant meeting, forums and consultantion with the project areas and county level as assigned.
·         Maintain mature and proffessional team work with his/her team

4.     Veterinarian Assistant

·         Provide technical support to the teams at field level (Supervise and manage the work of field livestock service providers and CAHWs)
·         Development of a highly motivated project team of field officers (Extension worker-livestock) and support community networks especially animal health workers.
·         Support the identification, verification and registration of all target beneficiaries in livestock, fisheries and poultry production sectors.
·         Work with the project manager to facilitate the procurement of project inputs such as general livestock production kits like improved chicken items and veterinary Kits.
·         Facilitate the distribution of  project inputs (improved chicken/accessories and veterinary drugs) to identified Livestock keepers.
·         In collaboration with the relevant government ministry, facilitate new and refresher training of Community Animal Health workers (CAHWS).
·         Provide Animal Health Extension services such as Animal Treatments, Animal Vaccination campaigns and other knowledge based extension service delivery
·         Produce  comprehensive Tehnical Activity and Narrative monthly progress Reports to Project Manager in line with the project grant agreement in Coordination with Area manager.
·         Represent VSFG in all revelant meeting, forums and consultantion with the project areas and county level as assigned.
·         Maintain mature and proffessional team work with his/her team
·         Perform any other duty as duly assigned by the line manager and designate.

Person Requirements/qualifications 

·         Diploma or Bachelor Degree in Veterinaries service, Veterinary Medicine, Animal Health Production, any other related discipline / field of specility. 
·         Experience in Community Development  will be  considered as an added advantage
·         At least 3 years working experience in veterinary services in an International Organization
·         Preference will be given to those with Knowledge and good understanding of the project area and local context or working experience in South Sudan especially conflict prone areas within the past 3 years.
