Oxfam has an inter-affiliate Pan Africa
programme working to enable, strengthen and accompany regional and pan-African
coalitions, alliances and social movements to realise fundamental freedoms and
basic human rights in four primary areas: democratic governance, gender
justice, economic justice and financing for development. We do so by supporting
active citizenship and the popularisation and national implementation of key
international and African policy standards, pledges and human rights instruments.
Programme Officer – Pan Africa Programme

Purpose
of the function
In line with the Oxfam International
strategic plan, contribute to the development and execution of Oxfam’s programme
and policy direction of the Pan Africa Programme, and manage the related
partnership portfolio of this programme. A particular focus is likely on themes
such as Financing For Development (including Extractives, Tax Justice, Budget
Monitoring, etc.).”
Main
tasks of the function
1. Takes initiatives to elaborate and
implement the policy priorities within the Oxfam (Novib) strategy.
Signals opportunities for local
co-operation and (back-donor) financing that contribute to the goals of
Oxfam (Novib). Develops and maintains
partnerships.
2. Contributes to the development,
implementation and monitoring of the annual plan and to the development of the
strategic partner portfolio and the communication around this. A specific focus
of the post will be on Financing for Development (including themes as tax
justice, extractives, budget monitoring) and/or Economic Justice.
3. Contributes to policy positions of
the Oxfam Pan Africa team and supports related lobby and advocacy efforts.
4. Provides for the appraisal of reports
and registration in SAP.
5. Initiates and facilitates Knowledge
& Information Management (KIM) with local partners to strengthen the
effectiveness and implementation of programmes and lessons learned. Facilitates
networks between partners and relevant external actors like knowledge
institutes, and initiates and facilitates reports and any publications in this
area.
6. Identifies, organises, facilitates if
needed and monitors capacity building processes for partners on relevant themes.
7. Prepares, in the framework of the
project cycle of ON or requirements of the back donor, documentation and
correspondence (such as approvals, contracts, letters of transfer, reminders
and [standard] letters of rejection).
8. Arranges and monitors the
(administrative) processes of the programmes and externally funded projects, in
line with ISO procedures and back donor requirements; to signal deviations
within the different processes and remind the relevant staff members of this.
9. Arranges the processes, registration
and filing of the documentation and correspondence of the (core) processes, in
line with applicable procedures and with the help of the automation systems.
10. Provides secretarial, administrative
and organisation support for the Oxfam Novib Director of the Pan Africa
programme.
Specific
fields of attention
A.
Strategic development financing
The development and management of the
portfolio of local partners and projects:
11. Submits proposals for targets in the
area of approvals, spending, specified by counterpart and country level and/or
by theme.
12. Identifies relevant local partners,
within set frameworks; appraises, together with the financial officer, the
project proposals, the organisation and management capacities of local
partners, plans on result and makes proposals on the (way of) financing.
13. Monitors and evaluates the
implementation of programmes by local partners, retrieves and registers the results
achieved. Records them in SAP. Discusses relevant developments and the
implementation and priorities within programmes.
B.
Institutional funding / project development
The development and implementation of
projects and programmes back-donors (could) finance:
14. Writes and develops a project plan,
including the deployment of people, systems and resources. Identifies potential
donors.
15. Assesses partner organisations for
Special Projects and any other projects in the consortium framework.
16. Implements and monitors the
agreements reached with the consortium or the implementation partners, such
that donor wishes and demands are fulfilled.
17. Provides proactively for
communication and information transfer around the project to (potential) donors,
co-operation partners, head office and other Oxfams.
C.
Thematic and/or policy priorities
18. Initiates elaboration and
implementation of thematic policy priorities within the policy of Oxfam (Novib).
Signals local and regional opportunities for co-operation that contribute to
the goals of Oxfam (Novib). Develops and maintains partnerships.
19. Takes part in relevant Oxfam (Novib)
working and project groups, primarily for reasons of thematic knowledge, with
input from partner organisations, and is capable of fulfilling the role of
project leader.
20. Supports development and execution
of lobby and advocacy plans.
Required
knowledge
- Bachelor’s degree in International Development, Project management.
- Prior experience with topics related to Financing for Development, Tax Justice, Extractives and/or
- Economic Justice.
- Solid understanding and knowledge of socio-economic and development programming.
- Experience in organisational analysis & partnership, grant management & program development.
- Experience working at regional or pan-African level is preferred.
- Experience in developing, managing and monitoring development projects by NGOs, including multi-actor programs funded by external donors.
- Excellent interpersonal skills and verbal and written communications skills. French is strongly desired.
- Good report writing skills, strong writing and communication skills and analytical abilities,
- particularly in the areas of learning, and capacity development/transfer.
- Able to take initiative and exercise sound judgment.
- Analytical thinking skills and abilities to influence others.
- Ability to manage multiple tasks in an effective, pro-active and timely manner.
- Willingness and ability to travel is essential.
- 3-5 Years of experiences in a similar position.
This position is offered for one year
with a possibility for further renewal.
