LIAISON OFFICER- ACTED

Position: Liaison Officer
Contract duration: 6 months
Duty Station: Mogadishu- Somalia
Starting Date: Immediately

ACTED is a non-governmental organization whose vocation is to support vulnerable population world-wide and to accompany them in building a better future. ACTED was created in 1993, is governed by the French law and has its headquarters in Paris, France. ACTED Kenya/Somalia is looking for an experienced self-driven and a self-oriented professional to fill the post of Liaison Officer based in Mogadishu, Somalia. As an integral member of the Program team, the Mogadishu Liaison Officer will undertake activities based on the strategic directions of the organization in the country.

Job Responsibilities
  1. Represent the organization through participation in relevant coordination meetings.
  2. Support all program components, conduct interaction with stakeholders to ensure good collaboration.
  3. When delegated by the Regional Office, engage with international stakeholders, including UN agencies, funds and programs, donors, diplomatic and aid missions, military forces in Mogadishu and elsewhere in Somalia;
  4. Ensure that the Program team is briefed on strategic level stakeholder interaction, including changes to key policies.
  5. Assist the Program Team with technical outreach, providing programmatic guidance based on local priorities and changing environment.
  6. Travel to project areas to conduct M&E visits and build capacity of field based personnel.
  7. Provide the Program team with regular comprehensive contextual briefs and security analysis.
  8. Conduct proactive and sustained interaction with local communities and the appropriate levels of government in order to identify community needs, and gather feedback on effectiveness and relevance of ACTED activities in the field;
  9. Ensure effective reporting and dissemination of internal information arising from stakeholders and coordination meetings/discussions.
  10. Perform other duties requested by his/her supervisor.
Skills 
  • Communication skills: Excellent verbal communication skills in Somali with a capacity to negotiate and persuade others to consider new ideas.
  • Strategic Orientation: Is able to feed in the organization’s strategic objectives in the country by providing sound socio-economic and political inputs; as well as security.
  • Networking Skills: Easily builds rapport with others.
  • Teamwork Skills: Keeps group up to date on all processes and shares relevant information at all times.
Qualifications
  • Advanced university degree in political science, international relations, international law or related field (in combination with a minimum of 2 years of relevant experience); or a First level university degree (in combination with a minimum of 4 years of relevant experience) may be accepted in lieu of an advanced degree.
  • A minimum of 5 years of relevant professional experience in liaison, project management or a similar post.
  • Previous experience working in Somalis is required.
  • Past experience in Representational, in post-conflict locations is highly desirable.
  • Excellent written and verbal communication skills; must be able to communicate effectively in Somali language, and English.
