THE ORGANIZATION
Handicap
International (HI) is an INGO specialising in the field of disability and
development. A strong emphasis is placed on empowering people with disabilities
through their integration into mainstream development activities and the
provision of appropriate health and rehabilitation services to ensure equal
opportunities for all.
The
rehabilitation project in Dadaab aims to provide and secure tangible and
measurable improvement of independency in activities of daily living and
quality of life of refugees living with physical impairment or disability.
THE POSITION
Responsible for the smooth
implementation of the Physical Rehabilitation and Disability Mainstreaming
activities at the camp level as per the project strategy and annual action
plan. In close coordination with the Rehabilitation and Maisntreaming Team
Leaders, He/she is expected to coordinate the work of the teams at the field
level, monitor referrals and back referrals, and ensure efficient sharing of
information between the refugee and national staff, between the project and
support teams, and between the camp and the main office in Dadaab. He/she will
operate as HI’s focal point in the camp, represent HI in inter-agency and
community meetings, liaise with UNHCR and other operational and implementing
partners at the camp level, and act as security focal point in the camp.
S/he will be responsible for
1. Ensuring constant and
efficient flow of communication
Ensuring
effective and timely communication with partners, the UNHCR field unit, HI
Dadaab office, and the community leadership structures.
Gathering, processing, and
confirming accuracy of information from refugee community, implementing
partners, UNHCR, and HI and disseminates information through proper channels
(i.e. meetings, memo, one-on-one discussions, reports, e-mails) to appropriate
recipients in a timely manner.
2. Coordinating and ensuring
the overall quality of services for persons with disabilities at the camp level
Assisting
in the preparation of project operation plans/work plans and reviews, in close
coordination with Field Coordinator and Rehabilitation and Mainstreaming Team
Leaders.
Coordinating service delivery
for persons with disabilities by working closely with HI project and support
staff, service providers, and community structures representing persons with
disability.
3. Supporting and monitoring
the refugee team to ensure smooth implementation of HI
activities at camp level
In
coordination with Rehabilitation and Mainstreaming Team Leaders, monitors leave
plan of refugee team.
Directly
supervising and mentoring senior supervisor.
Directly supervising refugee
staff in the absence of national component officers.
4. Monitoring efficient and
effective use of project resources
Developing
annual procurement plans and follow-up timely procurement of non-technical camp
items.
Ensuring proper storage and
timely issuance of materials and equipment stored in the camp.
5. Contributing towards data
collection, capitalization of experience, and reporting at camp level
Directly
supervising and mentoring camp receptionist.
Ensuring refugee supervisors
constantly updates data of persons with disabilities in the camps.
6. Representing HI at camp
level
Participating in interagency
participatory assessments, inter-agency camp meetings.and other relevant forums
at camp level.
7. Acting as security focal point at camp level
Attending
security meetings at camp level and sharing relevant information to field coordinator
and refugee and national team.
In close coordination with
field coordinator and other delegated security focal point in the absence of
the coordinator, manages security incidences and writes incident reports.
Qualifications and skills required: Essential
Education
Bachelor degree in Social Work
or Sociology, preferred
Bachelors degree or diploma in
Community Development
Experience
At least 3 years experience in
humanitarian and/or development work
Experience working for persons
with disability in refugee camps
Experience in management of teams
and liaising with community structures and national and international
humanitarian actors an advantage
