collaboration with Australian Red Cross Society is looking for a qualified
person to fill the following position:
Position Summary
The Regional Program Officer role will provide broad ranging
support to the Australian Volunteers for International Development (AVID)
program managed by Australian Red Cross (ARC) in the relevant countries. The
role will be wide ranging and vary depending on specific country circumstances.
The role will support all office and general administration
tasks such as managing volunteer records, maintaining up to date volunteer
contact information and travel plans, assisting with visa processing,
supporting the arrangements for country orientation programs, general finance
administration and on occasions assisting with translation if required.
The Regional Program support person will be assisted to
progressively take on tasks that support the work of the AVID Country Managers,
in particular being a primary contact for volunteers and host organizations
during times when the Country Managers are unavailable. The Regional Program
Officer will be supported and mentored into new tasks through coaching and
guidance from the Regional Manager and the Kenya Country Manager and will play
an active role in relationships with Host Organizations and key stakeholders.
Position Responsibilities
- Working in collaboration with the Africa Regional Manager and Africa Country Managers to ensure that the program operates within budget and in accordance with approved Australian Red Cross and relevant accounting procedures
- Support the country planning process for the AVID program and input into program strategy, planning and implementation as appropriate.
- As appropriate provide back up for the Africa Country Managers as a primary contact point when they are unavailable or travelling. This will only be done once training has been provided, and with back up support from the Regional Manager and Melbourne always available.
- Provide flexible support to the program and take on additional tasks as directed by the Regional Manager.
- Advise the Country Managers as appropriate on local laws, customs, processes, ways of working etc.
- Provide effective and efficient day to day management of the general office administration including managing accurate volunteer records, maintaining up to date volunteer contact information and travel plans, maintaining up to date country briefing information assisting with visa processing, general finance administration and on occasions assisting with translation if required
- Organise, participate and contribute to In-Country Orientation (ICO) programs for new volunteers including arranging logistics for each ICO, preparation of Terms of Reference (TORs) for ICO service providers and active support for and participation during ICO
- Assist Country Managers with regular volunteer welfare checks and research activities to support volunteers on assignment
- Ensure regular updating of the program’s volunteer contact register and assets register
- Establish and maintain an electronic filing system and hard copy filing system
- Undertake basic accounting tasks: receive invoices from Country Managers, code accurately, submit to Regional Manager for approval and track timely payment from ARC headquarters
- Provide assistance with monthly coding of the Regional Manager’s credit card charges
Minimum Qualifications
- Bachelor’s Degree in Accountancy, Business Management, Logistics, Administration or other relevant qualifications.
- Over three (3) years experience in administration and program support role preferably with an international organisation or NGO
Technical Competencies
- Experience and/or ability to follow and implement organisational policies and support the implementation of agreed program objectives
- Proven highly developed organisational and time management skills
- Excellent records management and general office administration
- Highly developed communication and interpersonal skills including with people from a wide range of backgrounds, including Australians, embassy staff, government and non-government staff
- Good understanding of the culture and norms of the country and ability to guide others in understanding how things work on a day to day basis in that country
- Proficiency in MS Office or similar software
