Title: Finance and Admin Officer (Ref.2014/01)
Location: Nairobi
Background:The Diocese of El Obeid was established in 1974 and currently operates programmes in the Nuba Mountains of Sudan, and Warap State, Twic County in South Sudan (under special agreement).
Over the last few years the Diocese of El Obeid (DoE), has responded increased needs of development and emergency programmes and more recently, the implementation of a large emergency programme funded by Trocaire and partners of Caritas International responding to the conflict in the Nuba mountains.
We are seeking suitable a suitable person to fill the following position.
The successful candidate require technical competencies, excellent oral and written communication skills (English) and computer skills (Microsoft Office Programs) and willingness to travel to field locations
Purpose: The Finance and Admin Officer, in collaboration with other Finance and Admin staff, is responsible for ensuring the effective operation of DoE Finance and Administration in Nairobi and each field location, including finance and budget reporting, administration, IT, Logistics communications and compliance with local laws, organisation and donor policies and contractual obligations.
S/he is line managed by and works in close collaboration with the Programme Manager.
Key Responsibilities and Accountabilities
- Estimate and request cash top-up based on information collected from relevant project staff;
- Ensure timely monthly closing and cash flow status reporting
- Maintain of financial documents and records and ensure payments are allocated to correct project and budgetline.
- Check expenditures against budgets, and prepare monthly expenditure statement
- Assist Programme Coordinator in preparing financial reports for donors
- Assist with quarterly expenditure reviews to guide and make recommendations to PM on budget revisions and planning.
- Prepare and carry out monthly salary payments
- Keep updated staff leave records and report on monthly basis
- Review yearly plan of operations with the PM and other relevant programme staff for procurement of materials, repair of vehicles/equipment and management of contracts
- Monitor the funding requirements of the programme and expenditures closely advising the Programme Manager of under or over spends in a timely manner
- Ensure the Diocese is fully accountable to donors and beneficiaries and fulfils all contractual obligations
- Support the Logistics operation in Nairobi and each of the field locations to ensure compliance with organisation and donor policies and procedures.
Essential qualifications and experience:
- Bachelor’s degree in Finance or Business
- 5 years work experience in relevant field
- Experience managing large, complex U.S. government awards; knowledge of relevant regulations.
- Excellent interpersonal skills and demonstrated ability to establish effective working relations
- Self-motivating, able to work without direct supervision, can take initiative, and be proactive.
- Ability to work well under pressure and in adverse conditions.
- Experience in using financial management software applications
- High integrity, professionalism and good stewardship of resources
