Athi Water Services Board (AWSB) is a State Corporation under the Ministry of Water and Irrigation. 

It is mandated to plan and develop / expand infrastructure for bulk water supply and waste water in Nairobi and Kiambu Counties, and Gatanga District in Murang’a County.

The Board intends to fill the following vacant position:-

Procurement Officer

Job Ref. AWSB/PO/5/2015


Key Duties and Responsibilities
 
Reporting to the Senor Procurement Officer, the job holder will be responsible for the following duties:-
  • Assist in the development of the Board’s procurement plan in accordance with statutory and Board expectations;
  • Advise the Board’s staff on appropriate procurement and bid evaluation procedures;
  • Provide advice on procurement of various goods, works and services in accordance with the Board’s Procurement policies and procedures.
  • Assist in review and update of Board procurement policies in accordance with the needs of the Board;
  • Maintain and update procurement records including files, supplier/contractor databases, contract documents, orders and other correspondence as required;
  • Receive approved requisitions, prepare and dispatch local purchase orders (LPOs) as needed for provisions and follow up to ensure timely delivery;
  • Ensure quality products and services are sourced and supplied at the best prices and on time;
  • Assist in the preparation procurement of bidding and contract documents;
Requirements for Appointment:
  • A Bachelor’s degree in Purchasing and Supplies Management or equivalent qualification;
  • Not more than three (3) years’ relevant working experience;
  • Membership of a professional will be an added advantage;
  • Ability to work under pressure and meet deadlines;
  • Computer literacy and familiarity with standard office computer applications;
  • Good knowledge of the Public Procurement and Disposal Act 2005 and Regulations;
  • Familiarity with donor procurement procedures will be an added advantage;
  • Be less than 35 years of age.

Legal Officer

Key Duties and Responsibilities
 
Reporting to the Legal and Compliance Manager, the job holder will be responsible for the following duties:-
  • Assist in review of various regulations and advise on drafting of contracts, agreements and other legal documents;
  • Assist in developing appropriate policies and operation procedures to ensure efficiency and quality of all legal advice;
  • Assist in monitoring and reporting on the performance of the department;
  • Assist in investigating compliance issues and responding to regulatory enquiries and examinations;
  • Provide support in the provision of Company Secretarial services;
  • Ensure the safe custody of the organisation’s legal documents, contracts and security documentation.
Requirements for Appointment:
  • A Bachelor’s degree in law (LLB);
  • An advocate of the High Court of Kenya;
  • Not more than three (3) years’ relevant working experience;
  • Knowledge of laws and regulations applicable to state corporations will be an added advantage;
  • Computer literacy and familiarity with standard office computer applications;
  • Excellent interpersonal and communication skills;

Internal Auditor

Key Duties and Responsibilities
 
Reporting to Manager, Internal Audit and Risk Management the incumbent will be responsible for the following duties:-
  • Implement audit plans and programs;
  • Assist in carrying out independent tests and assessment of compliance with the established AWSB policies, procedures and regulations;
  • Assist in procedural audits to assure the effectiveness of the existing internal control systems;
  • Audit AWSB asset use and accounting to ascertain effectiveness and efficiency;
  • Audit all payments made by the Board to ensure compliance with budget provisions, policies, and procedures;
  • Draft financial audit reports for review by the Internal Auditor.
Requirements for Appointment:
  • A Bachelor’s degree from a recognized university in business related field;
  • Qualification in accounting such as CPA(K)/ACCA will be an added advantage;
  • Familiarity with computer based accounting and use of computer aided auditing techniques;
  • Not less than three (3) years’ relevant working experience;
  • Computer literacy and familiarity with standard office computer applications.

Civil Engineer

2 Positions

Key Duties and Responsibilities
 
Reporting to Senior Engineer, the position holder will be responsible for the following duties:-
  • Assist in design and supervision of water services infrastructure construction;
  • Assist in preparation of specifications, contract documents and costing of various operations that go into the design construction of water services infrastructure;
  • Oversee project implementation including monitoring and evaluating project activities;
  • Supervise the construction and rehabilitation of water services infrastructure.
  • Continually review engineering operations, work systems, equipment and techniques and activities and generate improvement plans;
  • Assist urban and rural communities in allocated region to develop infrastructure;
  • Prepare tender documents including engineering drawings, bills of quantities, specifications and contract documents;
  • Prepare Terms of Reference (TORs) and Requests for Proposals (RFPs) as required for acquisition of various consultants;
  • Prepare and submit technical, project and progress reports as required.
Requirements for Appointment:
  • A Bachelor’s degree in Civil Engineering from a recognized University;
  • Registration as a Graduate Engineer with ERB;
  • Not less than three (3) years’ relevant working experience;
  • Qualification in use of Auto –Cad and Microsoft (open) office suite will be an added advantage;
  • Computer literacy and familiarity with standards office and engineering computer packages such as Auto-Cad, GIS, etc.;
  • Ability to work under pressure and meet deadlines;
  • Registration as a Graduate Engineer with ERB will be an added advantage;

ICT Officer

Key Duties and Responsibilities
 
Reporting to the Manager ICT, the Job holder will be responsible for the following duties:-
  • Assist in analysis, design and implementation of computer systems;
  • Develop systems as per user requirements and specifications;
  • Develop systems documentation and user manuals;
  • Provide user training on developed systems and applications;
  • Provide user support on business systems and monitor performance;
  • Ensure that the organization establishes and maintains appropriate connectivity for its network, communications and other needs;
  • Coordinate and oversee the development and implementation of user training programmes and ICT training initiatives;
  • Manage web operations, provide internet support, allocate user rights and ensure security of systems;
  • Ensure that all systems are integrated and operate efficiently in accordance with IT guidelines;
  • Carry out continuous systems development/upgrade and recommend the use of cost effective software and systems.
Requirements for Appointment:
  • A Bachelor’s degree in Computer Science or Information Technology or its equivalent from a recognized university;
  • Professional ICT qualifications MSCE or CCNA or database administrator diploma or its equivalent from a recognized institution will be an added advantage;

Corporate Communications Officer

Key Duties and Responsibilities
 
Reporting to the Manager Corporate Communications, the job holder will be responsible for the following duties:-
  • Assist in development and implementation of an effective internal and external communication strategies;
  • Coordinate the Board’s customer care practices to ensure a good public image;
  • Prepare and present project briefs (print and electronic), promotional materials and other forms of communication;
  • Coordinate conferences, stakeholder’s forums, trade shows and press interviews.
  • Assist in development of press releases, media adverts, articles, supplements and project documentation;
  • Coordinate proactive and reactive media tours and organize press conferences;
  • Assist in development and implementation of a proactive process for capturing, monitoring customer online reviews and ratings and responding to them accordingly;
  • Create and manage all published content (images, video and written) on the Board’s social media  pages;Oversee design and layout of Social Media pages (Facebook timeline cover, profile pic, thumbnails, ads, landing pages, Twitter profile, and blog);
  • Monitor, listen and respond to users in a “Social” way while cultivating a good corporate image for the Board;
  • Conduct online advocacy and blog for the organization;
  • Design, create and manage promotions and Social ad campaigns;
  • Design, upload and manage content on the Board’s website.
Requirements for Appointment:
  •  A Bachelor’s degree in communications, journalism, public relations or other relevant field from recognized institution(s);
  • Not less than three (3) years’ relevant working experience;
  • Proven writing skills, PowerPoint presentation development skills and excellent command of English language;
  • Demonstrate creativity and documented immersion in Social Media. (Give links to profiles as evidence);
  • In-depth knowledge, experience and understanding of Social Media platforms (Facebook, Twitter, Yelp, Google + Local, YouTube, Instagram, Pinterest).
  • Be highly analytical, assertive and a team player;
  • Proficiency in Creative Design Applications, specifically: The Adobe Creative Suite (Corel Draw, Photoshop, Dreamweaver, and Illustrator);

Finance Manager [Financial & Management Accounting]

Key Duties and Responsibilities
 
Reporting to the Head Finance &Strategy, the position holder will be responsible for the following duties:
  • Coordinate timely and accurate preparation of budgets, ensure budgetary controls, constantly monitor expenditure and report on variances;
  • Prepare monthly, quarterly and annual financial statements and reports in an accurate and timely manner and prepare all the documents that are required to support the periodical auditing exercise;
  • Prepare cash flows statements and bank reconciliations;
  • Ensure that all accounting transactions comply with set financial systems and controls and initiate remedial action where this is not the case;
  • Prepare and continually review aged (debtor/creditor) analysis report and advise management accordingly;
  • Assist in project proposal financial assessment for feasibility; 
  • Compile tax reports/statutory returns, ensuring that these are submitted in a timely manner to the relevant authorities and consult with tax advisors as and when necessary;
  • Liaise with the external auditors during interim and annual audit and follow-up.
  • Develop and maintain internal control and effective accounting system and policies for AWSB;
  • Establish and maintain systems for cost-sensitivity analysis and early-warning of cost-overruns;
  • Work consultatively with the respective departments on cost reduction initiatives; 
  • Liaise with project managers in preparing and implementing annual project plans and budgets; 
  • Ensure compliance with donors’ rules and regulations;
  • Preparing monthly/quarterly financial reports on the status of project activities.
  • Manage relationships with key stakeholders including banks, suppliers, and key customers;
  • Confirm financial status by monitoring revenue and expenses; coordinating the collection, consolidation, and evaluation of financial data;
  • Maintain accounting controls by establishing a chart of accounts; defining accounting policies;
  • Enforce current accounting regulations and recommend new procedures for proposed legislation.
Requirements for Appointment:
  • A Bachelor’s degree in Commerce, Accounts or Finance;
  • Fully qualified accountant - CPA (K)/ACCA , etc.;
  • A member of ICPAK or any other related/relevant professional body;
  • Proficiency in computer accounting packages;
  • Must have extensive experience on tax matters;
  • Ability to work accurately and effectively with multiple priorities and deadlines in a fast paced environment;
  • A minimum of eight (8) years’ relevant working experience, four (4) of them spent at managerial level with relevant responsibility in an organization serving a large and demanding public;
  • In-depth understanding of the project management cycle;
  • Good communication and presentation skills;
  • Experience in financial reporting and MIS as per IFRS and IPSAS;
  • Experience in dealing with Statutory and Internal Auditors;
  • Self -driven and ability to work under strict deadlines;
  • A Master’s degree in a relevant field will be an added advantage.
Duration: The successful candidate will be engaged for a period of three (3) years on contract terms with a possibility of renewal subject to satisfactory performance.

Technical Manager

Key Duties and Responsibilities
 
Reporting to the Head, Planning and Engineering Services the position holder will be responsible for the following duties:-
  • Plan, design and develop/expand infrastructure for bulk water supply and waste water;
  • Liaise and work closely with multi-disciplinary teams in the implementation of water and waste water projects;
  • Prepare proposals that will secure continued and sustained funding of AWSB’s projects and activities;
  • Develop technical standards and criteria to guide in implementation of various projects;
  • Develop investment programs and work with stakeholders to develop relevant programs as per the mandate of the Board;
  • Identify and update the risk framework/ matrix for project implementation;
  • Conducting technical appraisals to ascertain compliance with various statutory and related requirements;
  • Prepare, maintain and update water and waste water infrastructure inventory.
  • Engage and manage consultants, contractors and other external parties effectively to ensure the efficient, timely and cost effective delivery of projects;
  • Prepare monitoring and evaluation/progress reports for projects and consultancy contracts.
Requirements for Appointment:
  • A Bachelor’s degree in Civil Engineering;
  • Registered with Engineers Registration Board of Kenya and a member of IEK;
  • A minimum of eight (8) years’ relevant working experience, four (4) of them at a managerial level with relevant responsibility in an organization serving a large and demanding public;
  • Demonstrated experience in planning, design and development of infrastructure for bulk water and waste water;
  • Demonstrated experience in relevant engineering software such as Auto-Cad, GIS packages, etc.;
  • Demonstrated experience in contract management;
  • In-depth experience in handling donor funded projects;
  • Good project management skills;
  • A Master’s degree in a relevant field will be an added advantage.

Head, Planning & Engineering Services

Job Ref: AWSB/HPE/2/2015


Key Duties and Responsibilities

Reporting to the Chief Executive Officer, the position holder will be responsible for the following duties:-
  • Direct planning, design and development/expansion of infrastructure for bulk water supply and waste water to enable the Board meet its objectives as outlined in the strategic plan;
  • Carry out effective consultation with all key stakeholders at the conceptual and planning stages of projects and related services;
  • Ensure clear policies and criteria are set for identification of projects, feasibility studies, and selection of consultants and contractors;
  • Develop investment programs and working with stakeholders to develop appropriate programs as per the mandate of the Board;
  • Ensure proper management of assets;
  • Oversee preparation of departmental risk framework and ensure that it is constantly updated;
  • Prepare, update and implement infrastructure development plan(s) to support implementation of the strategic plan and monitoring the investment plan.
  • Prepare and implement departmental budget, procurement plan and workplans.
Requirements for Appointment:
  • A Bachelor’s degree in Civil Engineering;
  • Registered with Engineers Registration Board of Kenya and a member of IEK;
  • A minimum of twelve (12) years’ relevant working experience, six (6) of them at a managerial level with relevant responsibility in an organization serving a large and demanding public;
  • Demonstrated experience in planning, design and development of bulk water and waste water infrastructure;
  • Demonstrated experience in relevant engineering software such as Auto-Cad, GIS packages, etc.;
  • In-depth experience in handling donor funded projects;
  • Extensive experience in managing, planning, designing and development of infrastructure for bulk water supply and waste water;
  • Experience in preparing strategic plans and plans of operations together with developing quality performance indicators;
  • Experience working with multidisciplinary teams, and liaising with various stakeholders;
  • Excellent project management and leadership skills;
  • A Master’s degree in a relevant field will be an added advantage.
Duration: The successful candidate will be engaged for a period of three (3) years on contract terms with a possibility of renewal subject to satisfactory performance.
