Organizational background
The World Food Programme Somalia activities include food assistance for nutrition, livelihoods, relief and emergency school feeding, while also supporting humanitarian air and logistics services, food security coordination and infrastructure rehabilitation projects.
This position is open to qualified Somali candidates with good knowledge of the local area. Female candidates in particular, are encouraged to apply.
Major Duties and Responsibilities:
Under the direct supervision of the Head of the IT and under the overall supervision of the Deputy Country Director, the incumbent will be responsible for the following duties:
  • Design and manage deployment Information Technology Systems including budgeting and planning;
  • Provide planning, developmental, operational, management and specialised technical support;
  • Design and supervise installation and maintenance of wired and wireless local and wide area networks;
  • Assist with preparation of operational plans and identify resource requirements;
  • Recommend standards for hardware and software acquisition;
  • Provide technical specifications during purchase of ICT equipment and ascertain correct services have been rendered;
  • Ensure timely and adequate responses are provided  to client queries through the ICT helpdesk;
  • Provide guidance during preparation of IT tender documents and carry out technical evaluation of bids and proposals received;
  • Provide overall coordination of ICT support for Country Office, Mogadishu Area Office, Logistics Sea Port and UNHAS office;
  • Analyze statistics and network traffic patterns identifying areas of improvement and recommend potential solutions;
  • Participate in developing and maintaining Information Systems project plans, schedules and budgets; identifying appropriate financial, human and technical resources to complete projects;
  • Monitor the performance and reliability of equipment and recommend replacement or modification of existing hardware and facilities; control physical physical security of data processing and storage facilities including stand by and recovery procedures; plan and test back-up facilities in the event of computer equipment failure and coordinate the institution of re-run procedures for and control the maintenance of operational data, incidence logs and statistics;
  • Ensure security of the network is maintained to safeguard against viruses and other threats and implement proper access controls for network resources;
  • Liaise with headquarters for the creation of new email users and ensure that mailing lists are kept up to date;
  • Collaborate with other UN Somalia agencies in a bid to consolidate and share information and infrastructure;
  • Maintain the inventory of hardware and software assets;
  • Carry out research and development to identify new software and provide recommendations as required;
  • Supervise staff/technicians as required;
  • Extend IT support to other Area Offices that may require technical assistance;
  • Perform other duties as required.

Minimum Qualifications:
  • Education: University degree in computer science, information systems, mathematics, statistics or any science/logic related discipline.
  • Experience: At one year postgraduate professional experience in the planning, design, development, implementation and maintenance of computer information systems or related area.
  • Language: Fluency in both oral and written communication in English and Somali language is a requirement.
  • Knowledge: Advanced training and/or experience in standard WFP software packages and systems. General knowledge of UN systems policies, rules, regulations and procedures.
