ADMINISTRATIVE OFFICER I (PAYROLL OFFICER) (MR 8-10)

Reports To: Human Resource Branch Chief
Location: Kisumu

Program description
This program is collaboration between Kenya Medical Research Institute, the US Centers for Disease Control and Prevention whose remit is to conduct research in malaria, HIV and other diseases. To effectively carry out its mandate, the Program is seeking to fill the following
position.

Essential Requirements:
  • Degree or Diploma in Business Management, Human Resource Management or equivalent in a business related field
  • Be in possession of CPA II
  • Must have at least 3 years post qualification experience as a payroll officer in a busy environment
  • Computer literacy and a good working knowledge of accounting packages and payroll software systems is essential
  • Working knowledge of ERP an added advantage
  • Knowledge on Kenyan tax regulations is a must

  • Ability to work with minimum supervision.
  • Excellent analytical skills and ability to pay attention to deadlines
  • Ability to work well in a team and to supervise a team.
  • Excellent communication and presentation skills
  • Detailed understanding of the role and functions of the Payroll Department
  • Good personal judgment, initiative, creativity and maturity
  • Ability to maintain the highest standards of ethics, confidentiality and professionalism

Duties and responsibilities:
  • Advices, interprets and provides direction to management on the program¡¦s rules and procedures in relation to the Kenyan labour law requirements involving payroll and related benefits & deductions to ensure compliance.
  • Prepares a variety of correspondence, memoranda, statistical summaries, reports, announcements relating to the payroll function
  • Monthly payroll processing
  • Participates in preparation of the program¡¦s staff budgets
  • Works closely with the Branch Chief to assist internal and external auditors during audit process by providing documents, reports and other payroll-related reports upon request; implements procedural changes recommended by auditors
  • Recommends and participates in the development of new procedures and policies related to payroll operations utilizing knowledge of the program¡¦s and Kenyan Labour regulations
  • Compiles and analyzes payroll data, makes recommendations and determinations and prepares related periodic reports

Terms of Employment:
One (1) year renewable contract as per KEMRI scheme of service. Probation period for the first 3 months. Salary negotiable within the appropriate grade depending on education, experience and demonstrated competence.
