Title: Program Officer, Urban Matters

For the field office in Kenya CORDAID is looking for a Program Officer (Urban Matters) Duty station Kisumu.
The Program Officer operates within the framework of the Urban Matters department CORDAID Kenya. Urban Matters is aiming at ‘Smart solutions for slums’. We connect the people living in slums with companies, authorities, knowledge institutions and investors at national, regional and international levels.
It is our aim to work jointly toward homes, sanitation, clean drinking water, waste disposal, safety and to generate employment for youth. This should result in both livable and sustainable neighborhoods. CORDAID Urban Matters is currently working in 6 major cities in Africa, the Caribbean and Central America and has 8 staff in The Hague and 6 Country Urban Program staff across the world. The position is placed under the supervision of the Country Director Kenya and functionally under the Director Urban Matters in The Netherlands.
 
Your tasks
  • You lead the strategy of Urban Matters in Kenya. You prepare the year plan and are the budget holder of the pre-investments towards project development.
  • Broker the local process and connect people living in slums with companies, authorities, knowledge centers, investors and maintain the Urban Matters partner portfolio.
  • Together with the stakeholders, you develop neighborhood development plans and elaborate attractive propositions, based on sound business plans
  • Together with the team in Kenya and globally you identify partnership opportunities and funding sources and submit proposals to donors and local investors, with a focus on Kisumu. Opportunities in other locations in Kenya can be agreed upon with the consent of Urban Matters Director and Country Director Kenya.
  • By generating income you look after the continuity of the Urban Matters program in Kenya in meaningful synergy with other Cordaid departments.
  • You are responsible for monitoring the projects under implementation.
  • In consultation with the Country Director, you manage consultants, assistants and any other staff directly involved in the Urban Matters program.
  • You promote the successes in the Cordaid International Urban Matters network; identify points of reference for (Dutch) business. Maintain contacts with Dutch institutions and networks in Kenya.
  • Along with other Urban Matters team members you contribute to the constant development of the Smart Solutions for Slums ensuring that as many inhabitants as possible benefit from its efforts by broadening the scope of its initiatives (scaling up) or by adapting these from other locations (concept development).
  • You report on the progress of the Urban Matters program to the Director of Urban Matters and plan your activities with the Country Director
  • You assist in any other appropriate project management task that the Country Director asks you to do. This might include specific assignments for other Cordaid departments.
Your profile
  • A degree in a relevant field, related to urban development
  • Successful track record in acquisition and tendering of projects among donors, such as the World Bank and EU.
  • Proven experience with private sector project development.
  • At least 5 years relevant work experience and a professional network in housing and or WASH and or Youth and employment in Kenya.
  • Track record in facilitating Multi-stakeholder processes.
  • Strategic thinking, independent thought, commercial and entrepreneurial attitude and behavior.
  • Knowledge and experience with the formulation of project proposals, ToRs and job descriptions, project management and reporting including capacity to prepare coherent budgets.
  • Excellent knowledge of English.
  • Good networking and team spirit.
  • Willing to travel within Kenya
