Program Officer, Resource Mobilization

The Resource Mobilization unit’s goal is to secure resources from a diversified donor base that enables AGRA to deliver on its mission, sustain robust core operations and be nimble in the face of emerging African agriculture issues.
The Program Officer, Resource Mobilization will serve as the principal liaison to Africa-based donors among the bi-lateral, multi-lateral and private sector community. As such, the position holder will maintain a clear understanding of AGRA’s programs in all the countries in which operations are conducted, and grantees across the organization’s programs. With a specific focus on private sector partners, the Program Officer, Resource Mobilization will translate partnership opportunities into both funds and leverage, in furtherance of program and resource targets.
Reporting to the Head of Resource Mobilization, this position is internationally recruited and will be based in Nairobi, Kenya on a three (3) year fixed-term contract.
Specific responsibilities will include:
Develop concept notes, proposals and budgets to drive the achievement of AGRA’s strategic plan and country priorities, aligned with specific donor priorities across all AGRA programs; Mobilize resources from bilateral and multilateral donors, philanthropic foundations and other sources; Internal liaison to Program Directors and Program Officers in donor cultivation and follow up; Provide support to AGRA Country Managers in prospecting and concept note development; Lead all Africa-based donor contact, prospecting and follow up – including bilateral missions, multilateral donors and private sector donor cultivation, in conjunction with the unit head; Offer representational support to certain Africa-based and other donor convening’s as assigned by the unit head; and Liaise with AGRA’s Finance department in the development of proposal budgets.
Key Qualifications, Knowledge & Experience required:
Minimum of a Master’s degree in development sciences including Sociology, Development Studies, Anthropology, Economics or a related field; At least 10 years’ experience in international development with demonstrable success in resource mobilization for large multilateral, bilateral agencies or international organizations; Sound understanding of the donor financing landscape and processes with the ability to build strategic donor relations; Ability to work on performance-based targets for fundraising; and Fluency in English; knowledge of French will be an advantage.
