INVESTMENT OFFICER (KENYAN JOBS AND JOBS IN KENYA OCTOBER 2013)

Title: Investment Officer

Responsibilities
Under the overall supervision of the Officer-in-Charge, FAO Somalia, and in close collaboration with the Livestock Coordinator and in consultation with the relevant divisions at FAO Headquarters, the Investment Officer will lead the economic development sector and strengthen the economic development and investment components and approaches in the livestock, fisheries and agriculture sectors and projects.

Specifically, s/he will:
  • Identify best investment opportunities in productive sectors; Identify and prepare investment projects and programmes in livestock, agriculture and fisheries sectors in Somalia;
  • Explore and secure market opportunities for Somalia’s livestock, agriculture and fisheries products;
  • Establish the feasibility of proposals through studying market prospects, prices, costs and risks, and carrying out financial and economic analysis;
  • Evaluate performance of investment projects or programmes during implementation, and their impact after completion;
  • Review investment implications of livestock, agricultural, fisheries and rural development policies and Somali national and regional plans and programmes for poverty alleviation, food security and climate change;
  • Implement capacity-building activities for private and public stakeholders on project preparation, appraisal and implementation and other related topics;
  • Interact with government officials, development partners and beneficiaries to facilitate exchange of critical information and validate the findings and recommendations regarding the investment proposals;
  • Perform other related duties as required.

Minimum Requirements
Candidates should meet the following:

  • Advanced university degree in economics, agriculture economics, socio-economics, trade economics or related subject
  • Seven years of relevant experience in the planning and implementation of investment, economic development/employment creation projects and/or programmes, including field work, related to emergency or rehabilitation in livestock and agriculture sectors;
  • Five years of project management experience, preferably in crisis or post-recovery countries such as Somalia
  • Working knowledge of English

Selection Criteria
Candidates will be assessed against the following:

  • Extent of experience in economic development and sustainable employment creation projects formulation, technical development and budget allocation, project implementation and monitoring in a volatile security context;
  • Demonstrated experience in managing projects and/or programmes preferably in a crisis country like Somalia;
  • Extent of experience in East Africa, particularly in Somalia;
  • Extent of experience in working with governmental services, private actors, NGOs and UN agencies
  • Familiarity with livelihoods assessments, skills and enterprise development, primary economics, rural and agricultural development, business development initiatives
  • Demonstrated ability to manage and coordinate donor-funded programmes on livelihoods and sustainable employment;
  • Good communication, writing and presentation skills;
  • Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments
