The Homa Bay
County Government wishes to recruit a competent and qualified person to fill
the position of “County Secretary” as per The County Governments Act, 2012
section 44.
Reporting
to the County Governor, the County Secretary will be the Chief Administrative
Officer of the County.
Duties
and Responsibilities:
Head of the County Public Service and secretary to the County Executive
Committee.
Responsible for arranging the business, and keeping the minutes, of the county
executive committee.
Ensure efficient management of resources
Coordination of County Government activities.
Interpret, disseminate and oversee implementation of National and county
Government policies.
Convey the decisions of the Executive Committee to appropriate persons or
authorities.
Provide direction and guidance to public officers in the County.
Perform any other duties as directed by the County Executive committee.
Requirements
for Appointment
Be a Kenyan Citizen.
Be in possession of Bachelors degree from a university recognized in Kenya.
Have a masters degree from a university recognized in Kenya.
Have 10 years’ experience in a leadership position at senior management level.
Has undergone the Strategic Leadership Development Programme
Possess knowledge of organization and functions of Government.
Have thorough knowledge of the structural, legislative and regulatory framework
of the Public Service.
Be a member of at least one professional Association or body.

Terms of
Service: Contract
Salary
Scale: Kshs.
152,060 — 180,000 per month
House Allowance:
Kshs. 70,000 per month
Commuter
Allowance: Kshs. 24,000
