Title: M&E Officer – Data Analyst

    Position Summary 
    M&E Officer – Data Analyst will report to M&E Director, REGAL – IR and will be responsible for all project level activities in relation to M&E data management and analysis. Working closely with project team, the position will support project monitoring and evaluation by providing leadership on database management and analysis systems. The role involves providing technical support on design of thematic survey forms, data processing tools, management of data entry and validation, developing data quality assurance protocols, management of project MIS and regularly tracking performance of the project with quantitative and qualitative data analysis.

    Skills and Qualifications Essential:
  • Bachelor’s degree or equivalent in statistics, psychology, mathematics, business administration or computer science, with relevant work experience as a data analyst in development sector.
  • Minimum of 5 years of experience on project monitoring and evaluation with special emphasis on data management including data collection, analysis and storage.
  • Strong Excel, SPSS, Epi Survey skills and expertise in other data management statistical software. Experience in mobile data collection applications.
  • Outstanding quantitative research and analytical skills
  • Good knowledge of computer hardware and software, and readiness to learn about new software and coach others.
  • Qualification and/or hands-on experience with evaluation methods, including survey design and administration is essential.
  • Experience on working with large datasets and ability to develop info graphics for data representation.
  • Efficient writing skills are required as the position will frequently prepare data summaries for different levels of reporting.
  • Prior experience in training staff on the use of MIS and M&E database usage is required.


    Desirable:
  • Ability to work independently, manage multiple tasks and to work in a diverse work environment with different people.
  • Experience on mobile technology use in M&E is preferred.
  • Evidence of strong team player and ability to work in field environment with limited facilities.
  • Ability to establish and maintain effective relationships with partners involved in the project.
  • Demonstrated experience to work productively in ASALs environment.
