MONITORING &EVALUATION FOCAL PERSONS (4 POSITIONS)

Impact Research and Development Organization is a registered Kenyan NGO with a main office in Kisumu and regional offices in eight counties. IRDO’s principal mandate is to design, implement and evaluate HIV/AIDS research and intervention programs that improve the health status of individuals and local communities. We are looking for qualified and experienced personnel to fill in the following positions from October 2013.
Job Summary: Under the supervision of the Monitoring & Evaluation officer, the M&E focal person will ensure compliance with accepted standards and best practices in one of the
following intervention areas: i)VMMC; ii) HTC; iii) PHDP or; iv) EBIs. The position holders will be required to spend 30% of the time on coordination and management responsibilities and 70% on purely M & E function.
Key Duties and Responsibilities
  • Assist with the management and application of IRDO M&E plan
  • Help develop protocols and instruments (e.g. questionnaires, checklists, and interview forms) for data collection.
  • Contribute to the development of projects performance indicators.
  • Participate in project assessment and evaluation activities.
  • Assist with the maintenance of project databases
  • Contribute to gathering of information, report writing, feedback and technical editing for periodic results review process.
  • Help ensure that program reports are submitted and disseminated in a timely manner and in line with laid down procedures.
  • Carry out and document Routine Quality Data Audit (RDQA) in all districts
  • Provide support supervision to intervention staff
  • Assist to orient and mentor newly recruited intervention staff
  • Perform monitoring activities to project sites and submit monthly monitoring reports on progress, challenges and deviations.
  • Perform other related duties as required.

Location:
i) Kisumu County with frequent travels to Siaya, Migori, Busia, Uasin Gishu, Homabay,
Turkana, Trans Nzoia and West Pokot Counties; for VMMC FP
ii) Kisumu County with frequent travels to Siaya, Migori and Homabay counties; for HTC,
PHDP & EBIs programming
Minimum Requirements:
  • Bachelors degree (or higher) in public health, epidemiology, surveillance and monitoring, numerate subject or similar health-related field.
  • At least 2 years of progressive experience in HIV and AIDS programming of which at least 1 year had monitoring and evaluation functions, preferably in a PEPFAR funded program.
  • Experience with HIV/AIDS programs or related health service programs; experience working with HIV/AIDS prevention and/or care and treatment programs preferred.
  • Demonstrated practical knowledge of M&E concepts, tools and methodologies gained through a minimum of 2 years experience.
  • Knowledge of M&E/reporting needs and tools in the Kenyan context for HIV programs.
  • Experience with the PEPFAR’s M&E system highly desirable and is a plus.
  • Excellent leadership, management, coordination, interpersonal and teamwork skills.
  • Strong quantitative and analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
  • Must have the ability to obtain, analyze, organize and interpret data and present findings in both oral and written form.
  • Experience in working with, and entering data into databases such as Ms Access; and proficiency in MS-Office applications is required.
