DATA QUALITY ASSESSMENT TRAINER/ADVISOR

Project Summary:
MSI will design and conduct as many workshops and trainings as necessary to build the capacity of USAID/Kenya AORs, CORs, and Program Development Assistants in conducting high quality Data Quality Assessments (DQAs). MSI will also accompany recently trained Mission-led DQA teams in DQA activities. The main objective of the DQA exercise will be for USAID staff to develop a thorough understanding of the strengths and weaknesses of the data they use and to take steps to improve data quality, where necessary. The resultant DQA will inform USAID/Kenya’s strategic programming decisions, the design of future performance monitoring plans, and completion of the FY 2013 Performance Plan Report.
Position Summary:
The DQA Advisor will work to develop the capacity of USAID staff so that they have a thorough understanding of the strengths and weaknesses of the data they use and to take steps to improve data quality, where necessary. S/he will accompany DQA teams in an oversight, mentorship, and quality control role.
Responsibilities:
The DQA Advisor will train USAID staff to:
  • Verify and validate performance to ensure that data is of reasonable quality based on the five data quality standards outlined in ADS 203.3.5.1.
  • Review data collection, maintenance, and processing procedures for consistent and adequate application.
  • Recommend how any identified data quality limitations can be addressed.
  • Prepare indicator reference sheets per Agency guidance.

Qualifications:
  • Minimum of ten years of relevant experience in monitoring donor programs; managing evaluations is a plus.
  • Advanced degree, Masters or above, in a relevant discipline.
  • Minimum of seven years conducting DQAs or other data quality reviews, including experience conducting DQAs in the sectors of agriculture, business, environment, and health.
  • Ability to work in a small team, under time constraints, working with a donor and wide range of implementing partners.
  • General training experience is required; experience training USAID or implementing partner staff in conducting DQAs is a plus.
  • Familiarity with USAID’s ADS Chapter 203 and TIPS #12: Data Quality Standards required.
  • Experience working with USAID is a plus; experience conducting this type of work with other donor-funded projects is required.
  • Experience in Kenya or East Africa is a plus.
