As part of Interpeace’s effort of strengthening its institutional learning capacity, especially in embedded results based monitoring and evaluation, the regional office for East and Central Africa (ECA) has created a position of Design, Monitoring and Evaluation Officer (DM&EO) to be lodged in the Great Lakes Regional Peacebuilding Programme “Trans-border dialogue for Peace in the Great Lakes Region” at its inception. The Interpeace regional office has in some of its programmes used the “Outcome Mapping” (OM) approach for the results framework development, namely for its anticipated Great Lakes Regional Peacebuilding Programme. The OM approach is an evaluative process that focuses on behavioural changes in the social actors (“boundary partners”) with whom a programme works directly. By focusing on ‘outcomes’ represented as the ‘changes in the actions and practices’ of those social actors with whom the programme works directly with and has an opportunity to influence, the ability to both monitor and evaluate the success of programme strategies focused on this social change is increased. The central concept of the Great Lakes Regional Peacebuilding Programme is thus to produce behavioral change in the programme’s boundary partners and it will focus on implementing activities that seek to achieve the identified changes. The programme is marked by participatory elements and given its character will be measured largely based on qualitative indicators. Through the programme, Interpeace and its partners in the intervention zones (Rwanda, Burundi, DR Congo’s North and South Kivu provinces) seek to make a viable contribution towards building lasting peace in the Great Lakes Region.
General Position Summary
Under the general supervision of the Interpeace’s Eastern and
Central Africa Regional Director and in close collaboration with the Programme
Officer for the Great Lakes, the Monitoring and Evaluation Officer will be
responsible for implementing and coordinating a monitoring and evaluation
system for the Great Lakes Regional Peacebuilding Programme and to analyze
programme progress in terms of outcomes and output. The officer will produce
periodic programme progress reports and have a key role in monitoring and
advising on necessary adjustments to the programme implementation strategy and
activity plans. More broadly, it is envisioned that the DM&E officer will
serve as Interpeace ECA office’s focal point regarding DM&E matters within
the organization and for Interpeace’s partner organizations in the field. Being
a member of the core programmatic team for Interpeace’s work in the Great Lakes
Region of Central Africa, the DM&E officer will generally collaborate with
other members of the Interpeace ECA team especially the Regional Director the
Great Lakes Programme Advisor and the Communications Officer. The position
requires frequent travel to the field. The duration of the contract will depend
upon availability of funding.
